PERFORMANCE BOND REMINDERS: Public Works is keeping track of Town Pump, Silverbrook, and Base Camp.

OLD BUSINESS:
SD#5 Transportation and Maintenance Facility- 120 School Station Ct; school bus storage and maintenance
– Public Works and Planning met with them regarding fire hydrants; Fire Department approved their plan.
Public Works will be providing civil approval soon but the meter pits need to be moved to the right of way.
Planning has signed off; Building will sign off as soon as the firewall is accepted. Parks has not approved
landscaping and irrigation plan received 7/13/22. Plan conditionally approved subject to Parks’ approval.
Meridian Apartments- 50 Meridian Ct; new 36-unit multifamily building (Building E) – Public Works has
comments back and has requested they re-send files. Building has plans in review. TD&H requested Public
Works to provide Municipal Facilities Exclusion (MFE) to get into DEQ’s queue. Fire Department has
comments in with Public Works. Parks has plans in the review queue. This will be on the agenda next week.
The Silos Ph 2 (Building D, E, F & G)- 655 Center St; 3 new multifamily buildings and clubhouse –They are
working with AE2S for a model for their stormwater system. Public Works has not received any civil plans.
Parks stated there is no irrigation plan and their landscaping plan does not match their civil plan. Public Works
asked if anyone has discussed the trail crossings. This will be on the agenda next week.
Skalsky Hangar- 90 Ryan St; new airport hangar – Nothing new. This will be on the agenda next week.
The Harper- 1280 Highway 2 E; new 40-unit multifamily development – Building has new plans under
review. The engineer stamped the drawings. Public Works has comments from 406 Engineering under review.
This will be on the agenda next week.
Jiffy Lube- 1290 Highway 2 E; new auto service/repair facility – Building has new plans under review. The
engineer stamped the drawings. Public Works has comments from 406 Engineering under review. This will be
on the agenda next week.
Diamond Aire - 1893 Airport Rd; addition to existing hanger – Nothing new. Planning will send a follow up
email for status. This will be on the agenda next week.
Taco Bell- 535 E Idaho St; building remodel and parking lot modification – MDT is ok with the sidewalks as
long as they meet their standards. MDT to review Stormwater flow/connection and will send an email to Public
Works. A Maintenance Agreement will be required. Public works stated that water that flows into MDT right of
way will be treated. TD&H will send full stormwater plan to MDT. Public Works will require ADA sidewalk
approach. TD&H is working on response to Public Works’ comments. Parks to receive elevation of backflow
this week and will forward to Public Works. Planning to advise them that they can begin demo but cannot start
building. Building Department stated that the water treatment standards will need to be upgrade per Treatment
Coordinator’s comments. This will be on the agenda next week.
Parkland Meadows – Airport Rd; 2 new multifamily apartment buildings (Buildings A&B) – Public Works is
still waiting on DEQ approval. Public Works requested a pedestrian connection on south side of sidewalk. Parks
has final plat comments out since June; will re-send to Kyle @ Edge. They are waiting on DEQ before they can
receive permit approval. Planning advised it will take a month after final plat approval for permitting process.
Public Works advised that Montana League of Cities & Towns is working on a draft contract that DEQ would
use to expedite DEQ’s approval process. This will be on the agenda next week.
Skip’s Hangar – 20 Ryan Lane; new hangar – Nothing new. Planning will send a follow up email for status.

Gateway Community Center – 1203 Hwy 2 W – parking lot remodel – Public Works approved civils;
sidewalks on Glenwood need to connect with the Flathead Liquor sidewalks and asked if ADA compliance is
required for the drive-up ATM. Building to check code and advise if compliance is required. Planning to follow
up with them regarding 5% landscaping calculation for Parks. This will be on the agenda next week.
Fed Ex Expansion – 165 Schoolhouse Loop; 96,256 SF expansion to existing FedEx Building – Public Works
sent comments out 6/12. Planning left message for them regarding a zoning lot easement/aggregation. This will
be on the agenda next week.
Clark North Hanger- 100 Ryan St; new airport hangar – Nothing new. Planning will send a follow up email
for status. This will be on the agenda next week.
Meridian Court Pavilion – Meridian Apts; pavilion – They will be adding a water fountain. Public Works
advised TD&H that impact fees will apply for water and sewer services. Building to review covered pavilion.
Public Works noted that the meter pit needs to be in the right of way. This will be on the agenda next week.
NW MT Head Start – 79 7th Ave EN; addition – Public Works is waiting on information from them. Public
Works will check with Community Development to see if TIF funds can be used for Parkline Trail connection.
Parks stated the Trail connection is appropriate. This will be on the agenda next week.
NEW BUSINESS:
Eagle Valley Ranch Apartments – Bldgs E, F, G, & H – 2000 Jefferson – Public Works has comments out.
This will be on the agenda next week.
OTHER COMMENTS:
Parkline Towers Preliminary Comments – old Rygg Ford Building – East Idaho – new multi-family
apartment buildings –Geo-tech advised TD&H to not locate the buildings on the slope (min. 25 feet back) but
buildings have been offset to provide more views. New layout includes 4 trash enclosures. They used 1.5
parking spaces per unit; Planning advised them that B-3 zoning allows for a 50% requirement resulting in .75
spaces per unit. They are still working on the defining the required Parkline Trail connection. Stormwater plans
are still being designed; they are communicating with Cushing Terrell and Head Start regarding possible
easements. They will work on defining it once the building layout has been approved. Planning would like to
see more green space. Public Works has access issues with the trash enclosures on the north and east side.
Public Works and Building had questions regarding snow removal areas. Planning advised them that a trail
connection is expected. Public Works advised that a sidewalk on the north side is required. Public Works asked
if they can work with Head Start for a sidewalk connection at 7th. Parks advised that if there was no trail
connection, a fence will be required. Public Works advised that there will need to be a deviation to the sidewalk
width standard. Fire Department stated the new layout has better hydrant access. Planning Department advised
TD&H that the building could not exceed 60 feet in height. Public Works advised that the water will need
booster systems. MDT will need to review and TD&H will have a traffic study.
Quail Meadows – This is under construction; TD&H has a road closure for 3 weeks but plans on extending it to
4 weeks. Public Works does not have issues with the ¾ intersection. Final Plat is expected as soon as there is a
landscape bond (likely end of August). Parks still has comments out. Planning will need to review final plat
application. All water is in the subdivision.
Autumn Creek – TD&H is working with Public Works on storm drain updates. Joint applications have been
submitted but a floodplain application is required. Final Plat is expected to come in around the end of the year.
Planning suggested that Tri-Con may want to use an Autumn Creek lot for storage since their planned laydown
yard is not temporary.
