06-16-22 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, June 16, 2022 First Floor Conference Room 201 First Avenue East ATTENDING: Kari Barnhart, Planner II Jarod Nygren, Development Services Director Chad Fincher, Parks & Rec Director PJ Sorensen, Senior Planner Patrick Jentz, Engineer GUESTS: Doug Peppmeier – TD & H HEAR THE PUBLIC: None PERFORMANCE BOND REMINDERS: None OLD BUSINESS: Taco Bell- 535 E Idaho St; building remodel and parking lot modification – TD & H submitted information to Public Works for review. Parks is waiting for updated landscaping plans. TD & H contacted MDT regarding storm replacement; waiting for them to respond. Public Works is working with MDT regarding sidewalk ADA compliance; a maintenance agreement may be required. This is pending MDT comments back to Public Works. Plans are under review by Building Dept. This will be on the agenda next week. SD#5 Transportation and Maintenance Facility- 120 School Station Ct; school bus storage and maintenance – Public Works received their second submittal 6/8/22 and has it under review. Parks is waiting for revised landscaping plans since there is no irrigation design. This will be on the agenda next week. Meridian Apartments- 50 Meridian Ct; new 36-unit multifamily building (Building E) –TD & H will be meeting with Public Works to review the comments submitted 6/1/22. This will be on the agenda next week. The Silos Ph 2 (Building D, E, F & G)- 655 Center St; 3 new multifamily buildings and clubhouse –Public Works continues to work on an finding a solution for the lack of stormwater capacity. Planning advised that there is a condition for Parkline Trail damage repair and trash removal before C of O. They also need to repair irrigation damage and reseed the Parkline Trail right of way next to buildings A & B. Encroachment will also need to be removed. Parks stated that they are still waiting on crossing arms information at the Parkline Trail. Public Works is still waiting for DEQ approval. This will be on the agenda next week. Skalsky Hangar- 90 Ryan St; new airport hangar – Nothing new. This will be on the agenda next week. The Harper- 1280 Highway 2 E; new 40-unit multifamily development – They are working with Public Works on easements and deviations. Public Works is still waiting for response to their comments. Architecture has been approved. This will be on the agenda next week. Jiffy Lube- 1290 Highway 2 E; new auto service/repair facility – They are working with Public Works on easements and deviations. Public Works is still waiting for responses to their comments. Architecture has been approved. This will be on the agenda next week. Diamond Aire - 1893 Airport Rd; addition to existing hangar – The Building Dept advised them that they did not use the correct building codes and they are also working on some easement issues. This will be on the agenda next week. Parkland Meadows – Airport Rd; 2 new multifamily apartment buildings (Buildings A&B) – Public Works is reviewing the latest submittal for the subdivision; not the site. Planning advised that they need to do final plat before any building permits can be issued but a PUD Amendment can be used to get started. Public Works is still waiting on DEQ. Planning noted that one of the trash enclosures needs to be moved. Parks Dept sent their comments out and are waiting for a response. Public Works continues to work heavily with MDT on this project. This will be on the agenda next week. Skip’s Hangar - 1880 Hwy 93 S; new hangar – Planning has not received comments regarding the airplane tie downs. Building is still waiting on structural and geo-tech. This will be on agenda next week. Gateway Community Center - 1203 Hwy 2 W – parking lot remodel – Public Works has their submittal under review. Planning received the final plat for Creekside Commons. Planning stated that the Corps of Engineers may need to do some site work since location is in a floodplain. Planning stated that the 5% landscaping requirement is not met. Planning to check floodplain requirements. This will be on the agenda next week. NEW BUSINESS: Fed Ex Expansion – 165 Schoolhouse Loop; 96,256 SF expansion to existing FedEx Building – Public Works is reviewing and working on latecomer agreement. Clark North Hangar- 100 Ryan St; new airport hangar – Public Works will review. PRELIMINARY COMMENTS: Parkline Towers – old Rygg Ford Building – East Idaho – new multi-family apartment buildings – Planning advised TD & H that the current plan may not pass Architecture Review as it does not embrace or connect to the Parkline trail. TD & H’s current plan is based on geo-tech report. They will revisit the geo-tech to see if there are any other options to move the buildings to the slope. They are also considering working with Head Start for an easement or stormwater maintenance agreement for the east side of their property. Parks requires fencing around the embankment. TD & H will contact Kari to schedule a preliminary architectural review. Planning advised TD & H to submit their plans to get into the site review queue. TD & H will revise the plans and will schedule another preliminary comment review with Kari. PLANNING OFFICE ITEMS: Agency referrals for July for Bailey Annexation. Final plats have been received for Bloomstone Phase 3 and Creekside Commons; Starling Phases 1-3 should be submitting soon. Starling will need some PUD amendments for Phase 3.
