06-09-22 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, June 9, 2022 First Floor Conference Room 201 First Avenue East ATTENDING: Kari Barnhart, Planner II Chad Fincher, Parks & Rec Director Rebecca Franke, MDT Dan Pearce, Fire Chief Rick Parker, Commercial Plan Reviewer Keith Haskins, City Engineer PJ Sorensen, Senior Planner Patrick Jentz, Engineer GUESTS: None HEAR THE PUBLIC: None PERFORMANCE BOND REMINDERS: Town Pump 2910 Hwy 93S – Per Public Works, they are getting close. Cottages at Immanuel Lutheran – Public Works and Parks Dept have been working with them on landscaping. J&S Auto – They will likely not need to extend their bond. H2O Orthodontics – Parks Dept to verify landscaping is complete. Eagle Valley Ranch – Parks Dept to inspect to verify completion. PIA for new County Building –PIA has been extended to August. Planning Dept to follow up after 30 days. OLD BUSINESS: First Interstate Bank- 2 S Main St; new drive thru teller lanes and ATM –Parks and Fire Depts have approved plans. Building plans to be submitted end of July / first of August. This has passed through site review. SD#5 Transportation and Maintenance Facility- 120 School Station Ct; school bus storage and maintenance – Public Works received their second submittal 6/8/22 and it is under review. Parks is waiting for revised landscaping plans. This will be on the agenda next week. Meridian Apartments- 50 Meridian Ct; new 36-unit multifamily building (Building E) – Public Works sent comments 6/1/22 and have not received a response. Public Works notified them that a 2nd fire hydrant is required. Fire Dept emphasized the importance of requiring the 2nd hydrant. Building Dept is reviewing plans. This will be on the agenda next week. The Silos Ph 2 (Building D, E, F & G)- 655 Center St; 3 new multifamily buildings and clubhouse – Public Works has still not received Phase II civils. Public Works continues to work on an finding a solution for the lack of stormwater capacity. This will be on the agenda next week. Airport Hangar- 90 Ryan St; new airport hangar – Geotech reports are still pending. Public Works advised that the water main is almost complete. This will be on the agenda next week. The Harper- 1280 Highway 2 E; new 40-unit multifamily development – Building Dept informed them that incorrect construction type for a 4-story building. No response has been received. PW to meet with their civil engineer 6/11/22 to discuss their comments. Planning Dept has them scheduled for Architectural Review on 6/14/22 but it may need to be rescheduled pending receipt of revised plans. This will be on the agenda next week. Jiffy Lube- 1290 Highway 2 E; new auto service/repair facility – This will be on the agenda next week. Diamond Aire - 1893 Airport Rd; addition to existing hangar – Submitted plans are not stamped by the architect. The Building Dept advised them via email that they will need current plans to be stamped by the architect or a new set of drawings will need to be submitted. No response has been received. Planning Dept is still waiting for a response to their 5/9/22 comments. This will be on the agenda next week. Taco Bell- 535 E Idaho St; building remodel and parking lot modification – Public Works had questions for MDT regarding sidewalk ADA compliance. Plans are under review by Building Dept. This will be on the agenda next week. Parkland Meadows – Airport Rd; 2 new multifamily apartment buildings (Buildings A&B) – Public Works is close to approving the subdivision. Parks Dept will be sending their comments out soon. Public Works is working with Edge and MDT on landscaping and right of way plans. Parks needs landscaping plans once right of way access has been defined. Public Works will require access to the lift station and sewer main access. Planning Dept stated a PUD Amendment may be required. Planning Dept advised them that final plat approval is required prior to building permits being issued. This will be on the agenda next week. Skip’s Hangar - 1880 Hwy 93 S; new hangar – Public Works has not received civils yet and has questions regarding existing airplane tiedowns. Building Dept has not received structural and Geotech. Public Works has not received any engineering reports. This will be on the agenda next week. Gateway Community Center - 1203 Hwy 2 W – parking lot remodel – Public Works sent comments 6/6/22. Planning Dept stated the Creekside Commons final plat is possibly being submitted today or tomorrow; this is located on the northern portion of the lot. Parks Dept has not received a response to their comments despite trees being a plat condition. Parks Department sent them links to trees that are approved by them and Flathead Electric. Building Dept asked if the upcoming Food Bank remodel will affect the planned parking spaces. This will be on the agenda next week.
