EX WGM TO13 Samaritan House Ph II 060822Task Order No.: 13 Task Order Date: 06/02/2022 Task Order 13 Samaritan House Building Materials Inspection (BMI) and Phase II ESA To: Katharine King Brownfields Program Director City of Kalispell, Montana Scope of Services: Subject and pursuant to the terms and conditions of that certain Agreement dated May 1, 2017, by and between WGM Group, Inc. (WGM) and its affiliates (Consultant), and the City of Kalispell (the "Client'), WGM will perform the following Designated Services for Client during the time period set forth below, and for the compensation described below. The Specific Tasks will include: Task 1: Project Management, Coordination and Scope of Work Development .............$4,543.00 Coordinate with client, stakeholders, and subcontractors regarding the environmental assessment and hazardous building materials assessment. Attend meetings with City personnel as needed. The Scope of Work (SOW) will be based on information provided by the City of Kalispell that includes a Phase I Environmental Site Assessment (ESA) report completed by EarthTech Environmental for the Samaritan House, Inc. The SOW will be preliminary and will change accordingly as project scope and/or regulatory requirements dictate. Task 2: Conduct a Cursory Evaluation of Hazardous Building Materials .................... $1,060.00 A cursory evaluation would include an initial site walkthrough by an accredited inspector to estimate of the quantity of hazardous building material samples and amount of time that will be required to inspect the four (4) buildings located at the site. The cursory assessment would generate an estimate to conduct a hazardous building materials inspection (BMI) at the site. Task 3: Develop a Sampling and Analysis Work Plan (SAP) ...................................... $4,882.00 WGM will develop a Sampling and Analysis Plan (SAP) to ascertain by chemical testing of samples within general requirements of ASTM E1903-19, "Standard Practice for Environmental Site Assessments: Phase II Environmental Site Assessment Process," whether the RECs identified from the Phase I ESA have resulted in the presence of "hazardous substances" as defined by CERCLA, and/or of petroleum and petroleum products at levels that would exceed Montana DEQ (DEQ) or US Environmental Protection Agency (EPA) screening levels. WGM will assess three (3) areas at the site that have been identified as RECs in the Phase I ESA. The SAP will include a list of Data quality objectives (DQOs) for the Subject Property that are both qualitative and quantitative statements for decision -making concerning the environmental condition of the site; a Conceptual Site Model (CSM) for the Subject Property based on DQOs; a description of data validation procedures according to EPA guidelines for organics and inorganics; which will be reported in accordance with Montana DEQ Data Validation Guidelines for Evaluating Analytical Data; and, a Health and Safety Plan (HASP). The SAP will include a field sampling plan (FSP) that presents a detailed description of all field investigation methodologies, including specific description of proposed sampling design for subsurface soil; schedules and task assignments; sampling methods; sample locations; identification numbers; frequency of sample collection; decontamination methods; quality assurance/quality control (QA/QC) samples; analytical parameters; comparison of the method detection limit to regulatory screening levels; sample containers, preservation times, holding times; procedures for management of investigation -derived wastes (IDW) including drill cuttings, purge water, wash water, and disposable equipment and clothing. Submittal of a draft SAP Work Plan will be provisional and require incorporation of EPA and/or DEQ comments from the draft SAP Work Plan into the final SAP Work Plan. Task 4: Building Materials Inspection.....................................................................$5,10.00 Based on the results of the Cursory Evaluation of Hazardous Building Materials (Task 2), a Building Materials Inspection (BMI) will be conducted. The BMI will provide a description of building materials (asbestos -containing materials, lead -based paint, metal (lead) residues, PCB -containing fluorescent light fixtures, and thermostats with mercury switches) found in the buildings at the site and list the number and location of building materials samples collected at the site. In addition, soil at the base of rain gutter downspouts will be sampled for lead contamination. A diagram of the buildings indicating where samples were collected and a map showing where asbestos containing material will be included. Task 5: Fieldwork Site Assessment....................................................................... $9,089.00 Subsurface soil will be investigated at identified REC locations including the grease trap pit and the sand trap oil water separator locations by advancing three (3) soil borings soil via direct -push drilling techniques to 10 to 12 feet below ground surface (ft bgs). Additional borings may be advanced if field observations indicate additional sampling is required to determine the extent of impacts (if any) to subsurface soil. The chemicals of concern (COCs) include products include volatile petroleum hydrocarbons (VPH), extractable petroleum hydrocarbons (EPH), volatile organic compounds (VOCs, SW826013), and Resource Conservation and Recovery Act (RCRA) metals. Depths of the subsurface soil sample locations will vary dependent upon field screening results but are expected to be from 4 to 6 ft bgs and 10 ft bgs to 12 ft bgs. If visual or olfactory observations of soil observed during drilling suggests potential impacts to soil, additional sampling may be completed at additional intervals and additional locations. In addition, if a potential release is indicated by field observations, DEQ will be notified within 24-hours as required by ARM 17.56.501. This estimate does not include disposal costs for the bucket containing sodium hypochlorite located in the oil storage building, which may require a supplemental addendum for the costs noted in this task order. Task 6: Data Consolidation, Analysis, Quality Assurance/Quality Control ......................$804.00 WGM will review data from sample results to determine if subsurface soil exceeds applicable regulatory screening levels. Review of the data will include quality assurance and quality control activities according to the City of Kalispell Brownfields Programmatic Quality Control Plan (PQAPP). Laboratory data will be summarized and tabulated to clearly show any regulatory screening exceedances. As in Task 5 above, if laboratory results indicate a release has occurred at the site, DEQ will be notified within 24-hours as required by ARM 17.56.501. Task 7: Develop a Phase It Report of Findings.........................................................$6,318.00 Following receipt of the laboratory analytical report, a Phase II Report of Findings (ROF) will be completed that describes the sampling and investigative methods; lists any deviations from the SAP; and tabulates and discusses the analytical results. The ROF will provide a conclusion whether there are "hazardous substances" as defined by CERCLA, and/or petroleum and/or petroleum products at levels that exceed DEQ or EPA screening levels and, recommend next steps (if any). If requested by the City, a preliminary estimate for either abatement, renovation or demolition for hazardous building materials will be provided. Time Period: The work could begin immediately upon approval of this task order. Field activities will be initiated upon the City of Kalispell and EPA granting permission to conduct this work. The fieldwork is expected to be completed by the end of June 2022 or mid July 2022, with the Report of Findings prepared within four weeks following receipt of all laboratory analytical results.
