06-03-22 City Manager Report and Arrest Report1 City of Kalispell OFFICE OF THE CITY MANAGER Information Memorandum 6/3/2022 1. Parks and Recreation Arbor Day was held April 29 at Woodland Park. 300 3rd graders from School District 5 participated in the day moving from educational stations throughout the park learning about trees and the environment. We also had volunteers helping plant 30 trees in Woodland Park and around the community. Kalispell was recognized this year as being a Tree City USA community for 35 years. Our forestry contractor continues to prune trees along 7th and 8th Streets as part of a 276- tree pruning contract this spring. Our forestry crew is pruning trees along 6th Avenue East. Park crews continue to turn on park irrigation systems, making repairs as needed and adjusting heads and timers. Restroom facilities are open for the season with the exception of the restrooms in the back of Lawrence Park. We have finalized our Picnic in the Park sponsors and band lineup for the 2022 summer concert series. Posters will be ready to go up in local businesses in early June and the pocket calendar, newspaper ads, and concert guide are currently in development. Here is our summer lineup below. We will be limiting private party rentals moving forward and only working with organizations/families that we have already made reservations with for this season. We have also identified the historically, least attended open swims times and will close on Tuesday and Thursday evenings as well as Sunday afternoons. We do have 2 certified lifeguard trainers on staff and are able to do a blended learning to be able to certify new lifeguards. 3 2.Fire Department From the period of May 11 to May 24, the Fire Department had 165 responses. Of the larger responses, there were 109 medical incidents, 2 Brush/Grass Fires, 4 Rubbish fires, 5 Motor vehicle accident with injuries, 13 Fire alarm activations, 7 public assists, 2 Haz- Mat incidents, and 21 dispatched and canceled enroute. Kalispell Fire assisted Evergreen Fire with a sawdust extractor unit fire at Weyerhaeuser Lumber in Evergreen. Kalispell Fire’s Ladder 642 was the primary apparatus to be able to flow an elevated master stream directly into the unit that was on fire. Kalispell Fire’s Regional Haz Mat team was called to Glacier National Park’s server room for a large bank of batteries that were overheating and off-gassing. Kalispell Fire completed a 2nd week of a First State sponsored Firefighter I academy in the Flathead in Columbia Falls. 4 members of our organization took part in the 2-week academy. This academy has a small classroom component with the majority of activity taking place on the drill ground performing skills and testing for Firefighter 1 certification. State instructors from Montana Fire Training School (Great Falls) took the lead with the assistance of staff from Kalispell Fire. Columbia Falls Fire’s new training facility has been signed off as an approved location to have these courses. 3.Police Department Included in this report is the latest case and arrest report from the Kalispell Police Department. Officer Garrett Smith was Selected to be the SRO at Glacier High School for Fall 2022. Officer Raul Astorga was hired and began the Field Training Program this month this month. He brings experience from the San Jose PD in California. KPD interviewed 10 candidates for our four open positions last week. Seven of those candidates are now eligible for background investigations. The department will conduct an “Active Shooter” training for our June 6 Patrol Training Day. The Alley behind the police department has been repaved in accordance with this year’s capital improvement plan. Training this month has included Criminal Interdiction and Crisis Intervention training. 4.Public Works Solid Waste - Annual Spring Cleanup Collection Day The City of Kalispell’s Solid Waste Division completed the annual spring clean-up for residential rollout customers during the month of May. This annual service allows 4 residential rollout customers to put large items and excess household items on the curb for rear loader pickup. These items may consist of couches, washers, dryers, yard debris, large boxes and other items that do not fit in their rollout container. This service does not allow the collection of any hazardous products like oils, antifreeze, batteries, tires, pesticides or weed killers. A two-man crew operating a rear loader collects the large items and delivers them to the County Landfill. In addition to their routine collection duties, the Solid Waste Staff and supporting Street Staff week, hauled around 28.91 tons of debris and 27 household appliances to the landfill. Public Water Supply Sanitary Survey On May 8, the Montana Department of Environmental Quality (DEQ) conducted a sanitary survey of the Kalispell Water System. Sanitary Surveys are completed by DEQ on a 3-year schedule. DEQ’s intent of the survey process is to inspection public drinking water systems to ensure that facilities are maintained to State and Federal water quality standards. DEQ inspectors note all significant and minor deficiencies within their report. During the 8-hour inspection, 2 minor maintenance items were noted at the Kalispell Sheepherder Tank. Water Department staff made the appropriate repairs to the two small vent screen gaps and followed up with the DEQ inspector of the repair actions. It’s not anticipated that the repairs will be included into the final report. No significant deficiencies were noted throughout the inspection. Public Works will receive the final report from DEQ in a few months.
