MONTHLY BOARD MEETING MINUTES

1. Call to Order:

6. Old Business:
George inquired about the status of increasing the fine amounts on parking tickets. A motion passed
unanimously, at the November 4, 2021, meeting to increase parking citations from $10.00 to $15.00, and
safety violations from $10.00, to $25.00. It was further recommended that 2-hour violations be issued
more than once per day, when a vehicle remains in the same space. Joel suggested parking meters as a
potential solution for the people that continue to remain in the same parking space all day. Jim provided
some history on parking fines and the process required to change the fine amounts. Jim stated that he is
open to all suggestions but considering all of the parking changes taking place downtown, this is probably
not an immediate priority.
7. New Business:
Jared Nygren and Katharine King attended the meeting to provide an update on the 3rd and Main
Development. Council has approved all aspects of the project. The developers are anticipating an end of
March closing date. Jared stated that the potential start date for the parking garage is at least another nine
months out. Unless there are any major changes, it is anticipated that all Valley Bank permit holders will
be able to purchase permits through the end of March, allowing the developers to start testing in the lot on
April 1.
Jared and Katharine will be forming a Stakeholder Group to meet regularly throughout the entire process.
They would like to include at least one representative from the Parking Advisory Board, Police
Department, Valley Bank, Glacier Bank, BID, Downtown Improvement District, Chamber of Commerce
and Kalispell Visitors Bureau. They would also like to have one of the developers available to answer
any questions. George and Joel both said that they would be interested. Jared suggested that the
Advisory Board may want to start meeting more frequently throughout the process.
Possible construction staging areas were discussed. The new city parking lot at 1746 Airport Rd is a
possibility. Contacting the Mountain Climber bus shuttle to potentially shuttle construction workers was
suggested.
Katharine said that the city will be adding a question -and -answer section to the city website, to include
information on parking and parking maps which should be helpful once construction begins. They will
also provide updates to Aimee Brunkhorst so that she can post them on the city's social media.

The next meeting will be on Wednesday, February 23, 2022.
