1.Parks and Recreation
The Kalispell Urban Forestry Committee took residents on a
walking tour of trees in Woodland Park on July 22. There were
ten different trees visited and discussed throughout the walk.
Species, dynamics, modern uses, historical significance, and
today’s values were topics of discussion. At the end of the walk a
Spring Snow crabapple tree was planted.
At Woodland Water Park, we pulled the straight-slide water pump motor and are having
it rebuilt locally. If the technicians can identify why it failed, we will make necessary
adjustments if needed to the operation of the slide and pump. The other slide will remain
operational.
Artists have completed the artwork/murals on the tunnel entrances between FVCC and
KYAC. The murals were completed by artists and a few volunteers according to the
approved designs submitted for MOU between The City of Kalispell and Rails to Trails.
Kalispell Parks & Recreation is partnering with Montana Shakespeare in the Parks to
bring a free outdoor performance of Shakespeare’s “A Midsummers Night’s Dream” to
Woodland Park on Wednesday, August 18, at 6:00pm. This performance is a part of the
company’s 49th summer tour bringing professional performances of Shakespeare and
other classics to over 60 communities around Montana. We had over 700 people attend
our last event in 2019.
Our summer art classes, in partnership with the Hockaday Museum of Art, have seen an
increase this year. These classes introduce participants, ages 6-15, to a variety of media

and techniques including drawing, painting, printing, and collage making. We recently
added an additional week to keep up with demand for one of our camps that sold out.
We are getting geared up for our early fall sports, Runnin’ Rascals
Football and Fall into Soccer, starting August 27 and 28. The
registration deadline for both sports is Friday, August 13.
2.Police Department
On July 26 and 27, Sergeants Fetveit, Haag, Keller, and Brooks attended a school called
Crucial Conversations. This two-day course teaches participants to foster teamwork and
better decision making, build acceptance rather than resistance, and resolve individual
and group disagreements.
During the week of July 26-30, Detectives Bartholomew, Allen, and Williams traveled to
Bozeman for a Criminal Investigator course. The weeklong course will give new
detectives and criminal investigators a comprehensive review of their responsibilities in
an investigation and the broad array of issues and factors that must be considered as the
investigation proceeds. It provides practical approaches to overall investigations, witness
interviews, suspect interrogations, and preparing a case for successful prosecution.
Records Management Specialist Teresa Parker and Crime Analyst/Records Clerk DawnD
Kjensrud attended a workshop on Analytical Techniques for Data-Driven Approaches to
Crime and Traffic Safety (DDACTS). DDACTS is a law enforcement operational model
that integrates location-based crime and traffic crash data to determine the most effective
methods for deploying law enforcement and other resources. The model’s focus on
community collaboration reinforces the role that partnerships play in improving quality
of life.
3.Planning Department
The Kalispell City Planning Board will hold a public hearing at their August 10 meeting
and take public comments on the agenda items listed below:
1.File #KA-21-03 – A request from Go Development, LLC for annexation and
initial zoning of R-4 (Residential) for property located adjacent to the rear of
properties at 199-211 Palmer Drive, containing approximately 0.02 acres. The
request is based on a desire to add approximately 2 feet in depth to seven existing
city sublots.
2.File #KCU-21-06 - A request from Big Sky Investments Kalispell, LLC (The
Silos) for a conditional use permit to allow additional height over 60 feet for
buildings on property located within the B-3 (Core Area Business) zone. The
property is being redeveloped, but has recently contained various buildings, grain
silos, and railroad tracks. The existing silos will remain in place with the addition
of a restaurant on top, and new multi-family residential buildings will be

constructed. The height of the silos with the restaurant will be approximately 110
ft and the height of the multi-family buildings will be approximately 70 feet. The
property is located at 505 West Center Street/740 West Railroad Street.
The planning board will also hold a work session on the items listed below:
1.File #KA-21-04; KPUD-21-03; and KPP-21-07 – A request from G23 Properties,
LLC for the Parkland Meadows Planned Unit Development (“PUD”), which is a
Residential Mixed Use PUD overlay on approximately 38.4 acres of land at the
northeast corner of Airport Road and Cemetery Road. The proposal includes
annexation of the property, initial zoning of RA-1 (Residential Apartment) on
approximately 31.1 acres, and initial zoning of B-1 (Neighborhood Business) on
approximately 7.1 acres, as well as major preliminary plat approval for the
development. The PUD calls for a total of 480 dwelling units in the RA-1 area as
well as development which may occur within the B-1 area consistent with that
zoning. The preliminary plat encompasses the entire PUD and includes 7 RA-1
lots and 7 B-1 lots.
2.File #KPUD-21-02; KZC-21-01; and KPP-21-06 – A request from Kilday &
Stratton for the Starling Phases 1-8 Planned Unit Development (“PUD”), which is
a Residential Mixed Use PUD overlay on approximately 58.0 acres of land on the
west side of Stillwater Road to the west of Timberwolf Parkway. The property
was previously annexed with an R-3 (Residential) underlying zone and has an
expired PUD overlay over the full section of land. This proposal would rezone
the 58.0 acres to RA-1 (Residential Apartment) with a new PUD overlay for the
subject property. The proposal includes a proposed preliminary plat for Phases 1-
3 of the project, which encompasses 20.84 acres of land. Phases 1 and 2 contain
approximately 14.9 acres and include 77 residential lots and sublots (37 single-
family and 40 townhome lots). Phase 3 is a single lot plus common area totaling
approximately 5.9 acres (2.75 acres of developable area and 3.18 acres of
common area) with proposed uses potentially including up to 35 multi-family
dwelling units, a combination of live/work units and office space, or small-scale
neighborhood retail.
Documents pertaining to the agenda items are on file for public inspection at the Kalispell
Planning Department, 201 First Avenue East, Kalispell, MT 59901, and are available for
public review during regular office hours. In addition, information on the agenda items

4.Building Department
In the last 2 weeks, we have issued permits for 9 single-family homes and 2 townhomes.
This brings the total of new single-family/duplex and townhouse units for the year to 148,
compared to 142 at this time last year.
There have been 254 multi-family housing units issued so far this year. Last year at this

time we had issued 24 multi-family housing units.
There was a total of 133 combined building and/or fire inspections completed in the last 2
weeks.

5.Community Development
The Kalispell Parkline is on schedule and continues to progress as expected. Installation
of the concrete for the trail started last week at Meridian Road, heading easterly.
6.Information Services
AV staff traveled to Coeur d’Alene to shadow broadcast meetings for City Council and
another City meeting that was broadcast and used Zoom. The setup is like what the City
of Kalispell is planning to use with the Council Chambers AV upgrade coming in this
year.
Staff prepared a GIS Hub that offers a one-stop location of interactive maps and apps the
City of Kalispell GIS staff prepared to distribute information. The GIS Hub can be found
on the City’s website under the News Flash, Services or How Do I.
