Chairman. Golf Course Expansion Committee. Les Harrington. Finance Chairman of committee and Otis Robbins. Mr. Simpson presented the following letter to Mayor Bjorneby and members of Kalispell City Council! P. O. Box 1116 — Butlalo Hill — Phone 166-5902 Icalispen,'14entana 59J01 Jan.%h.1974. To; The Mayor and Council of The City of Kalispell. Wo-ara a delegation from the Kalispell Golf Association. Hap Simpson is Chairman of the Golf Course Expansion Committee and Les Harrington .is Finance Chairman of that same committee. We wish to present infor- mation, answer your questions, and ask for your co-operation in a project to expand the facilities of the Kalispell Municipal Golf Course. ' The Kalispell Golf Association is a non -profit -corporation which leases the golf course from the City of Kalispell. We now wish to expand the present back nine holes of the course into an 15-hole championship course, and improve the present front nine hales bybuildingthree new putting greens and installing an auto- natic watering system. This will provide Kalispell with a 27-hole golf complex of the highest caliber, and will be a proportionately greater asset to the community and attraction to the tourist than is our pro - Sant course. Davalopment of this plan requires action by the Council on a number of,natters. We respectfully request the followings 1/ That the Council add to our leasehold all of the City property that lias between North Main Street and the Stillwater River, exclusive of . Lawrence Park. This land to become part of the golf course. 2/ That the Council advise us as soon as is possible their future plans for removing gravel from the present 16th, fairway of the golf course. 3/ That the Council accept land to be donated to the Golf Association, through local government, by a subdivision developer; and add this 1 traot also to our leasehold to become part of the golf course. 4/ That the Council accept from the Kalispell Golf Association a don- ation of cash which, when added to the value of the donated land, will equal one half of the cost of the completed project. We have in hand signed pledges from members of the Association totalling $212,000. We anticipate that a further $35,000 to $40,000 will be pledged and that the value of the donated land will be about $80,000. S/ That the Council apply to The Bureau of Outdoor Recreation for a grant to match our cash donation and the value of the donated land, and enter into a contract with that Bureau to carry out the development as outlined. City Attorney Donahue reported that Mr. Duane Bitney is offering, as a Rift to the City. approximately 70 acres of land adjacent to the present golf course and to the gravel pit in Lawrence Park. Mr. Bltnev would like to make the presentation in 1971 if possible. An application to the Bureau of Recreation for matching funds for the development of the land as an rdditional 9 holes to the golf course and authorization to sign contracts is needed from Mayor Rjorneby and members of the city council in the form of a resolution. Discussion on location of new development relative to gravel pit explained by City Attorney Donahue with the aid of map of the City. Gravel may be moved and stock- piled in another location. Test holes will be made to assist in tl+is decision. The Golf Association is anxious to start in early spring and architect needs to know property boundaries. They expect to come up with the best 18 holn golf course possible, making a total of 27 hole golf course and a driving range. Arrangements for an access road to the property from the direction of the old Whitefish Road discussed, with the possibility of Flathead Counti_r heing asked to build a bridge over Stillwater River. Councilman Thomas stated that it is really an asset to the City to hrve such a land donation and to have it devPloned as planned. Councilman Sifter moved that the council add to our leasehold all of t_he City property that lies between North Main Street and the Stillwater Fiver. exclusive , of Lawrence park and that this land become part of the golf course. Seconded by Councilman Knapp. Carried. Members of the council agreed that City Engineer lauder he authorized to run 6 test holes in the property and that the Golf Association then be advised as soon as possible as to the future plans for removing gravel from the 16th fainaay of the golf course, so that architects can prepare a property boundary. Councilman Thomas moved the council accept land to be donated to the Golf Association, through local government, by a subdivision developer; and add this tract also to our Leasehold to become part of the golf course. Seconded by Councilman Sampson. Carried.. Councilman Thomas moved the council accept from the Kalispell Golf Association a donation of cash, which when added to the value of the donated Land, will equal one half of the test of the completed project. Seconded by Councilman Fchwartz. Carried. Councilman Schwartz moved the council apply to The Bureau of Outdoor recreation for a grant to match the cash donation and the value of the donated lira. and enter into a contract with that Bureau to carry out the development as outlined. Seconded by Councilman Slater. Carried.' A review of the stipulations in the gift of land was made by Mr. Duane nitney and City Attorney Donahue as follows: The land is to be used for a gol.f course only; ' Tt is being given without knowing exact boundaries; withon.t legal description, and is approximately 70 acres; The Architect. Mr. nitney and the Golf Association to attain maximum benefits for everyone concerned. Mfr. Ritney will have veto power if anything developes to harm remainder of his property; Landscaping must be beneficial to home owners in the Ritnev_ development area; 535 City will have to a -roe to renew 3 year leases for at least 12 years covering debentures; Homeowners in the nitn— Dpvpin..ment will he allowed to replace golf associatinn fpncin¢ with their own if so desired; City must ¢rant Mr. nitnpv ^ gain field easement for sanitation purposes.
