Re: Draft Kalispell City -County Growth Policy Plan
Dear Commissioners:
On behalf of the Kalispell City Council, I am forwarding our best effort at developing the Draft
Kalispell City -County Growth Policy Plan and an updated Appendix A, the Resource and
Analysis Section. As you are aware, the City Council has been holding regular work sessions
to work through issues that were identified early on when we received the document from the
Kalispell City County Planning Board. The Council attempted to focus on issues that were
specific to the urban areas of the planning jurisdiction and the fringe areas around the City
that are likely to develop with the need for urban services. We also reviewed the various
neighborhood plans and made some alterations based on changes in the community such as
the future of the Kalispell City Airport and the adoption of zoning along Highway 93 South.
We also tried to put the plan in a more narrative format by placing an introductory paragraph
in each section.
Attached are two copies of the draft. One draft indicates all of the changes that were made to
the document that were received from the Planning Board. Additional or modified language is
indicated in underline and the deletions as strikethroughs. The other draft is a clean copy of
the draft document for your review. After you have had an opportunity to review the
document and make revisions that represent your concerns, we would be willing to work with
you under whatever format you would like. Possibly an exchange of documents would be
helpful in the beginning and then maybe holding a workshop to iron out any differences we
might have.
It may be noteworthy that if the City and the County are
plan in the near future, potential legal issues relating to
