08-20-09 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, August 20, 2009 Lower Level Main Conference Room 201 First Avenue East ATTENDING: Frank Castles, Deputy Public Works Director Charlie Johnson, Construction Manager Dan Diehl, Fire Department Dwain Elkins, Plans Reviewer Sean Conrad, Senior Planner P.J. Sorensen, Chairman Michelle Anderson, Recording Secretary Guests: James Freyholtz, MDT. Hear the Public: No one wished to speak. Performance Bond Reminders: None. OLD BUSINESS: Spring Creek Apartments Ph 2 — Public Works: The plans for phase 2 are still being reviewed and the last issue their department has is storm drainage. Fire: Still waiting for the final drawings that indicate the hydrant locations, turn radius from the end of phase 1 to phase 2, moving the hydrant and an all-weather road. Sorensen noted the road would be installed when they start the work on phase 2 and Fire agreed. Building: The plans have been reviewed. The permit is ready to issue when they receive the impact fees from Public Works. Zoning: Sorensen said he wants to see the final layout. Sorensen will contact Parks to see if they have any issues. There was brief discussion regarding the storm drainage issues. Montana Club — Sorensen said he would be ready to sign off on this project but he still needs to look at a revised screening plan for the loading area along I't Avenue East, the property lines need to amended, and a follow-up for Architectural Review. As of last week Parks still hadn't seen the revised landscaping plan either. The committee approved the project pending Parks approval. Diehl said he was told they planned demolition in 2 weeks. They still have not been issued a Demolition Permit from Public Works and the utilities have not yet been shut off. NEW BUSINESS: None. PLANNING OFFICE ITEMS: None. OTHER REPORTS: 245 Windward Way — Sorensen said J & F Construction is finishing off the rest of the building at 245 Windward Way. Elkins noted they will ask for a set of fire drawings on that building. Fire agreed the sprinklers are the major issue. Sorensen noted this would be an opportune time to get the deficiencies completed on the entire building. Fed EX — The plans for the new Federal Express building in Old School Station should arrive in a couple of weeks. Cenex Harvest States — Montana Street — Diehl said CHS is proposing an addition to their property on Montana Street to include a chemical storage facility. Diehl mentioned to them they will need to hire a code consultant because of the chemicals and containers they plan to store on the property. Conrad reviewed the Turner proposal on Highway 2 West for James Freyholtz of MDT. The meeting was adjourned at 10:18 a.m.
