07/13/99 SP City Council Minutes1491 A SPECIAL MEETING OF THE KALISPELL CITY COUNCIL WAS HELD AT 12:00 P.M. TUESDAY, JULY 13, 1999, IN THE COUNCIL CHAMBERS AT CITY HALL IN KALISPELL, MONTANA. MAYOR WILLIAM E. BOHARSKI PRESIDED. COUNCIL MEMBERS JIM ATKINSON, NORBERT DONAHUE, JOHN GRAVES, DUANE LARSON, GARY NYSTUL, DOUG SCARFF AND CITY ATTORNEY GLEN NEIER AND CITY MANAGER CHRIS KUKULSKI WERE PRESENT. COUNCIL MEMBERS DALE HAARR AND RON VAN NATTA WERE ABSENT. Mayor Boharski called the meeting to order. AGENDA APPROVAL Scarff moved approval of the Agenda as presented. The motion was seconded by Larson. There was no discussion. The motion carried unanimously upon vote. HEAR THE PUBLIC None UNION CONTRACT APPROVAL - KALISPELL POLICE ASSOCIATION Boharski thanked several police officers and staff members on their diligence in coming to an agreement and stated he feels both sides "got a pretty good deal." Kukulski stated the highlights of the tentative agreement include the following provisions: the Chief of Police will now have control of the officers' schedule; officers will be paid overtime for hours in excess of eighty (80) hours over a fourteen (14) day period; a uniform and cleaning allowance of three hundred dollars ($300.00) per year will be paid to the officers; the contract runs from July 1, 1998 and runs through June 30, 2001; salary increases include a two percent (2%) increase in year one with a one point five percent (1.5%) increase in year two and a two percent (2%)increase in year three. Kukulski said there was some give and take on both sides and he feels the contract benefits everybody involved, most importantly the citizens of Kalispell. Atkinson moved the City Council ratify the agreement and authorize the Mayor to sign it. The motion was seconded by Larson. Donahue said he just wants to let the public know that the two percent (2%) raise is actually a three percent (3%) raise because the officers are also getting step pay of one percent (1%) per year as required by statute. Nystul said Kukulski didn't mention it, but he feels one of the biggest benefits of the agreement is the new computation of pay. He said the officers will now be paid every two weeks which will simplify the payroll system. Larson said he appreciates the effort put forth by both parties last evening and encouraged the Council to vote in favor of the agreement. He said it's a compromise in the best interest of everyone. Atkinson thanked several people including members of the police department for their "gentlemanliness" in the picket lines and the Council for realizing it was time to bring the City back together and work out a reasonable contract. He also thanked Frank Garner, Jim Brown, Roger Krauss and Paul Hahn for holding the City together. Boharski said he had three things he wanted to accomplish when the negotiations began. He said the budget wasn't working because the overtime was too high and he feels that issue has been resolved; the Police Chief now has control of the schedule; and there are more officers on the street to protect the citizens.
