A REGULAR MEETING OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00
P.M. MONDAY, DECEMBER 4, 1995, IN THE COUNCIL CHAMBERS AT CITY HALL
IN KALISPELL# MONTANA. MAYOR DOUG RAUTHE PRESIDED. COUNCIL
MEMBERS JIM ATKINSON, LAUREN GRANMO, BARBARA MOSES, DALE HAARR,
DUANE LARSON, PAM KENNEDY, GARY NYSTUL, CLIFF COLLINS, CITY
ATTORNEY GLEN NEIER AND CITY MANAGER BRUCE WILLIAMS WERE PRESENT.
Mayor Rauthe called the meeting to order and led the Pledge of
Allegiance.
AGENDA APPROVAL
Mayor Rauthe requested the addition under Business from Mayor and
Council of an appointment to the City County Planning Board and a
proclamation from the DUI Task Force.
Atkinson moved to approve the agenda. The motion was seconded.
The motion carried upon vote.
ARRrove Minutes -November 20. 1995
Collins -moved to approve the minutes. The motion was seconded.
The motion carried with a vote.
AURrove Claims per Payables Register
Atkinson moved to approve the claims. The motion was seconded.
There was discussion.
Upon vote the motion carried.
ADDRESSING THE COUNCIL
Pedestrian Crossing on Center Street
Paulina Sjordal, 35 Jones Road, Wallingford, Connecticut, daughter
of Victor Sjordal, 234 3rd Avenue West, explained on October 31st
her 85 year old father was involved in a vehicle/pedestrian
accident crossing Center Street and has passed away. She expressed
concern for the safety of pedestrians and requested improvements be
made to Center Street. She distributed pictures she had taken of
the Center Street area.
Rauthe expressed sympathy to Paulina and her family.
BUSINESS FROM MAYOR & COUNCIL
Evergreen Water/Sewer Board Appointment
Mayor Rauthe recommended the appointment of Geoffrey Hughes to the
Evergreen Water/Sewer Board.
Larson moved to appoint Geoffrey Hughes to the Water Sewer Board.
The motion was seconded.
Nystul abstained from discussion and vote.
Collins spoke in favor of the motion.
The motion carried with a vote.
Proclamation -Benefits of the Parks and Recreation Participation
Mayor Rauthe proclaimed recognizing the benefits of the Parks and
Recreation Participation. The enlarged proclamation is traveling
around the state to different Montana cities and will be framed and
hung at the State Capital.
National Drunk and Druaaed Driving Prevention Month
Rauthe also proclaimed December as "National Drunk and Drugged
Driving Prevention Month" and Friday, December 15th as "National
Lights on for Life Day". He asked all motorists to drive with
their vehicle headlights on throughout the day"on Friday, December
15 as a memorial for the victims of impaired driving and as a
reminder of the dangers of drunk and drugged driving.

City/County-Planning Board Appointment
Rauthe recommended the re -appointment of Michael Conner to the
City/County Planning Board.
Haarr moved to re -appoint Michael Conner to the City/County
Planning Board. The motion was seconded.
The motion carried with a vote.
Compliment Police Department
Rauthe reviewed a letter Police Chief Clark received from Herb
Johnson, complimenting the police officers on the compassion shown
during a difficult situation in which his father Floyd Johnson
passed away at his home a couple weeks ago.
Conrad Mansion Board
Haarr requested an update on the Conrad Mansion Board vacancies.
Rauthe explained his understanding. Rauthe asked Norbert Donahue
to give the history since he is a Board member.
Donahue explained the history and suggested Council discuss the
matter with Sam Bibler.
There was discussion and consensus to have City Attorney Neier and
Council review the agreement at a work session in the near future.
Kalispell Center Mall
Haarr expressed his sympathies to Paulina Sjordal and felt the
pedestrian traffic on Center Street should be addressed.
Pedestrian Right -of -Way
Moses noted she had been asked recently about the policy regarding
pedestrians having right of way over vehicles. She did not know
what it was but would be following up on it.
Clean Cities Program
Atkinson requested placing Clean Cities Program on the January 8,
1996 work session agenda.
BUSINESS FROM MANAGER
Which Way Kalispell
Williams announced the KDC would be at the next work session to
present the summary of their workshop "Which Way Kalispell".
Drug and Alcohol Testing Policy
Williams also passed out the Drug and Alcohol Testing Policy to be
reviewed at the next work session.
