A REGULAR MEETING OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00
P.M. TUESDAY, JANUARY 18, 1994, IN THE COUNCIL CHAMBERS AT CITY
HALL. MAYOR DOUG RAUTHE PRESIDED. COUNCILMEMBERS JIM ATKINSON,
LAUREN GRANMO, BARBARA MOSES, DALE HAARR, DUANE LARSON, PAM
KENNEDY, GARY NYSTUL, CLIFF COLLINS AND CITY MANAGER BRUCE WILLIAMS
WERE PRESENT.
Mayor Rauthe called the meeting to order and led the Pledge of
Allegiance.
CONSENT AGENDA
Approve Minutes -January 3, 1993
Approve Claims per Payables Register
Moses moved to approve the consent agenda. The motion was
seconded.
The motion carried with a vote.
ADDRESSING THE COUNCIL
Larry Coon, Pacific Power and Light, explained a Community Bulletin
Boards proposal for Council review.
BUSINESS FROM MAYOR & COUNCIL
Proclamation
Mayor Rauthe proclaimed February 4, 1994 as Teen Day.
Evergreen Annexation
Nystul asked about the format at the next work session concerning
the Evergreen Annexation.
Rauthe explained Evergreen will have 3 speakers and the City will
address the issue also. It will not be a public hearing.
BUSINESS FROM MANAGER
Request for Bids -Playground Equipment
Staff is requesting authorization to go out for bids on playground
equipment for Gallagher, Heritage, and Washington Parks. The
amount budgeted is $7,500 for each park.
Granmo moved to authorize the request to go out for bids for
playground equipment for Gallagher, Heritage and Washington Parks.
The motion was seconded.
The motion carried with a vote.
Bid Recommendation -Heritage Park Restrooms
Two bids were received and opened on 1/14/94 for the Heritage Park
restrooms as follows:
Robert Ross & Co. $40,220.00
Native Way, Inc. $53,085.00
The amount budgeted was $27,000, which includes the $10,000 from
the Conrad Mansion Board. Williams recommended the bids be
rejected and have the project redesigned with new scaled down
specifications.
There was discussion.
Nystul moved to authorize tine city trianager solicit proposals up to
$25, 000 for the replacemern(_- str,,;.ct,3re and toreject the bids
received. The motion was seconded.
With a vote the motion carried..
Airport Neighborhood Plan
Williams reminded Council that he included in the packet a Staff
Report on the Airport Neighborhood Plan.
