01/03/94 City Council Minutes062,,5 625 A REGULAR MEETING OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 P.M. MONDAY, JANUARY 3, 1994, IN THE COUNCIL CHAMBERS AT CITY HALL. MAYOR DOUG RAUTHE PRESIDED. COUNCILMEMBERS JIM ATKINSON, LAUREN GRANMO, BARBARA MOSES, DUANE LARSON, PAM KENNEDY, GARY NYSTUL, CLIFF COLLINS AND CITY MANAGER BRUCE WILLIAMS WERE PRESENT. FRED BUCK WAS ABSENT. Mayor Rauthe called the meeting to order, led the Pledge of Allegiance and observed a moment of silence in memory of Fireman, Pat Buls, who passed away last weekend. CONSENT AGENDA Approve Minutes -December 20, 1993 Approve Claims per Payables Register Moses moved to approve the consent agenda. The motion was seconded. Williams noted the previously approved $53,000.00 for the newly formed Parking Commission was added to the claims list. Moses moved to amend the claims total to $195,987.08. The motion was seconded. The amendment carried with a vote and the amended motion carried with a vote. OATHS OF OFFICE Judge, Mayor and Councilors Mayor Rauthe gave Heidi Ulbricht the Oath of Office as City Judge. Judge Ulbricht then gave Pam Kennedy, Jim Atkinson, Cliff Collins, Dale Haarr as Councilpersons and Doug Rauthe as Mayor the Oath of Office. ADDRESSING THE COUNCIL No one addressed the Council. ORDINANCES & RESOLUTIONS Resolution 4139-Home Investment Partnership Program Grant Application The purpose of this resolution is to authorize the mayor to sign and submit an application to the Montana Department of Commerce on behalf of the City, for a Home Investment Partnership Program (HOME) grant to create 32 units of rental property to house very low income individuals, 16 of which are to be designated as transitional housing units. Williams and Staff recommended that Council adopt the resolution as presented. Atkinson moved Resolution 4139, a resolution authorizing submission of an application to the Montana Department of Commerce Home Investment Partnership Program (HOME). The motion was seconded. Upon roll call vote the motion carried. BUSINESS FROM MAYOR & COUNCIL Council President Election Section 2-4, Ordinance No. 1166 (Administrative Code) requires that the Council elect by secret ballot a Council President from its membership, at the first meeting of each even numbered year. In the Mayor's absence the Council President presides over the Council meetings and may perform some of the functions of the Mayor should the Mayor be unable to act. Upon secret ballot vote, Duane Larson was elected as the new Council President. BUSINESS FROM MANAGER Police Officer Confirmation Chief Clark requested that Officer James D. Brenden be confirmed. He has successfully completed his one year probation. �}6?6 626 Williams concurred with Chief Clark's recommendation. Collins moved to confirm James D. Brenden as an Officer of the Kalispell Police Department. The motion was seconded. The motion carried with a vote. Funeral Services Williams reminded everyone of the funeral services on Tuesday, January 4th for Pat Buls, Fireman, at Trinity Lutheran Church at 4:00 p.m. There will be a reception following at the Fire Hall. Rauthe noted the Fire Department has scheduled a procession starting at 3 p.m. from the Fire Station to the church.
