A REGULAR MEETING OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00
P.M. MONDAY, APRIL 20, 1992, IN THE COUNCIL CHAMBERS AT CITY
HALL. MAYOR RAUTHE PRESIDED. ALL COUNCILMEMBERS WERE PRESENT.
Mayor Rauthe called the meeting to order and led the Pledge of
Allegiance.
CONSENT AGENDA
Approve Minutes -April 6, 1992
Approve Claims per Payables Register
Pledged Securities-3/31/92
Atkinson moved the approval of the consent agenda. The motion
was seconded.
Nystul requested his comment on page 453 under the Bid Award-
1992 Spring Overlay Projects, of "his concern over maintenance
projects without curb and gutter" be added.
With a vote the motion carried.
ADDRESSING THE COUNCIL
No one addressed the council.
ORDINANCES & RESOLUTIONS
Ordinance 1176-Stop Signs-Meridian/Two Mile Drive -Second Reading
Buck moved Ordinance 1176, an ordinance approving the placement
of stop signs at the intersection of Meridian Road and Two Mile
Drive, establishing a penalty, and declaring an effective date.
The motion was seconded.
With a roll call vote the motion carried.
Resolution 4050-Close Out/Transfer Funds -1st Alley West
Construction Fund to TIF
Atkinson moved Resolution 4050, a resolution authorizing the
Finance Director to close out the 1st Alley West Construction
Fund to the Tax Increment Fund. The motion was seconded.
Upon roll call vote the motion carried.
Resolution 4051- Close Out/Transfer Funds -Inactive SID Funds to
SID Revolving Fund
Larson moved Resolution 4051, a resolution authorizing the
Finance Director to close out the inactive Special Improvement
District funds to the SID Revolving Fund. The motion was
seconded.
The motion carried with a roll call vote.
BUSINESS FROM MAYOR & COUNCIL
Proclamations
Arbor Day
Mayor Rauthe declared Friday April 24, 1992 as Arbor Day in
Kalispell.
In observance of the Arbor Day activities, Parks Director Baker
introduced Bill Wright and Bette Albright, Street Tree Commission
members. Wright presented the City with the 5th year Tree City
USA Award and Flag and gave some history pertaining to the trees
in Kalispell.
Partners in Prevention Day
Rauthe also declared April 30, 1992 as Partners in Prevention
Day, recognizing the problem of child abuse and neglect.

National Day of Prayer
He declared May 7, 1992 as a National Day of Prayer. He invited
all to the 2nd Annual Mayor's Prayer Breakfast at the Outlaw Inn
at 6:30 a.m. Tickets may be purchased from him or the Christian
Book Supply for $5.00.
BUSINESS FROM MANAGER
Gambling Study Contribution
Williams explained, as requested, the Gambling Control Division
of the State Attorney General's office was contacted to see how
much money has been contributed to the State's Gambling
Prevalence Study. It was reported that $3,000 of the $20,400
needed has been contributed.
The lottery has contributed $2,000 and the Don't Gamble With the
Future group has contributed $1,000.
There are tentative commitments from the Department of
Corrections and the Department of Justice. The Montana League of
Cities and TBwns has agreed to contact the Board of Directors
with a request to fund a portion of the study. A massive effort
will be made over the next two weeks to try to get cities and
counties over the state to contribute.
Williams noted the present budget does not contain a provision to
fund this study if council so chooses. It would need to be
funded from the budget now being prepared for next year.
Atkinson moved the City Council of Kalispell fund or donate to
the Gambling Prevalence Study with the State in the amount of
$3,000 from next year's budget. The motion was seconded.
Kennedy and Buck spoke against the motion.
Atkinson, Larson, Nystul, Moses, Collins and Rauthe spoke in
favor of the motion.
Upon vote the motion carried with Kennedy and Buck voting
against.
Federal Home Loan/Bank of Seattle
The City of Kalispell has been invited by First Federal Bank of
Kalispell to co/sponsor a grant application to the Federal Home
Loan Bank of Seattle. The grant in the amount of $70,000 would
be used for down payment and closing cost assistance for
eligible applicants.
Additionally the bank will be borrowing from the Federal Home
Loan Bank's Community Investment Fund $800,000, to be used as
mortgage funds for individuals qualifying to buy homes that are
in some need of rehabilitation. The bank will make available an
additional $160,000 which will be made available for
rehabilitation on these units.
The City would also agree to utilize through its Housing Rehab
Program funds to assist with the rehab work. It is projected
that 20 units in the city's west side target area will receive
benefit from the program.
It is staff's recommendation that council authorize the submittal
of this grant application.
Kennedy moved to authorize the City of Kalispell to submit a
grant application to the Federal Home Loan Bank of Seattle in
cooperation with First Federal Bank. The motion was seconded.
The motion carried with a vote.

Authority to Bid-6th Street West Project
Williams requested authority to seek bids for the 6th Street West
Project.
Larson moved to grant authority to seek bids for 6th Street West
Project, between 1st Avenue West and 6th Alley West. The motion
was seconded.
After discussion the motion carried unanimously with a vote.
STAFF REPORTS
Historic Preservation Fund
Rauthe noted the City has received an additional $10,000 grant
from the Historic Preservation Fund for the completion of the
Kalispell Historic Buildings Survey and Nomination Project.
Out of Town
Nystul will be out of town 4/21-5/2/92.
Larson will out of the state 4/25-5/l/92.
Williams willfbe in Helena 2 days this week.
