12/02/91 City Council MinutesL-1 421 A REGULAR MEETING OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 P.M. MONDAY, DECEMBER 2, 1991, IN THE COUNCIL CHAMBERS AT CITY HALL. MAYOR RAUTHE PRESIDED. ALL COUNCILMEMBERS WERE.PRESENT. Mayor Rauthe called the meeting to order and led the Pledge of Allegiance. CONSENT AGENDA Anprove Claims Rer Pa ables Register Moses moved to approve the claims. The motion was seconded and carried with a vote. Approve Minutes -November 18. 1991 Atkinson moved to approve the minutes. The motion was seconded and carried upon vote. ADDRESSING THE COUNCIL Citizens Against Gambling The following persons spoke against gambling and the impacts on Kalispell: Jean Agather, 130 N. Haven Heights, Don't Gamble with the Future Chairperson Roberta Reese, 127 5th St. East Van Kirke Nelson, M.D. Bill Goodman, 738 2nd Ave. East Gary Hall, 1221 6th Ave. West, Columbia Falls Senator Bob Brown, Whitefish Letters were read from other individuals against gambling. Mayor Rauthe stated this subject will be discussed in length at a later council work session. Collins complimented the group on the presentation and felt it was very helpful. ORDINANCES & RESOLUTIONS Resolution 4028-SupportintLEnerw Efficient Housina Atkinson moved. Resolution 4028, a resolution supporting energy efficient hou:;ing within the City of Kalispell and within the building jurisdictional area. The motion was seconded. With a roll call vote the motion carried. BUSINESS FROM MAYOR & COUNCIL Veterans from Pearl Harbor -World War II Era-Reauest Rauthe reported the veterans from the Pearl Harbor/World War II era have asked the City to recognize the 50th anniversary December 7, at 7:00 a.m. and to authorize the fire department to sound the general alarm siren for 5 minutes. There was discussion as to the time being changed to what it was in Kalispell at the time of the attack in Hawaii which would be 10:00 a.m. rather than 7:00 a.m. and also the siren run for 3 minutes rather than 5. Atkinson moved council request the Fire Department to ring the fire siren on Saturday, December 7, 1991 for 3 minutes at the precise time of 10:55 a.m., in honor of the 50th anniversary of Pearl Harbor. The motion was seconded. With a vote the motion carried unanimously. BUSINESS FROM MANAGER Nativity Scene -Depot Park Jim and Kay Thomas have requested council's permission to erect a Nativity Scene in Depot Park. The council has consented for the past 6 years to the display. The Thomas's will set up the scene and take it down at no expense to the City. 422 Larson moved council grant permission to the Thomas's to erect the traditional Nativity Scene in Depot Park. The motion was seconded. After discussion the motion carried with a vote. North Village Sewer Agreement The City Staff has for some time been involved in discussions with representatives of the North Village Sewer District regarding an agreement whereby the City would assume operation and maintenance of the District's collection system. On November 25 the City attorney's office received a draft agreement from Jeff Ellingson, Attorney, representing the District. Although portions of the .agreement may be subject to discussion, the basic document represents a proposal for council consideration. Mr. Ellingson suggested it would be advantageous to the City and the District to have a final agreement by mid -December. Williams requested council read the agreement and consider it at the next workshop on December 9, 1991. He felt there were a couple provisions of the agreement that may need to be looked at closer. Buffalo Hill Golf Course Annual Fee Approval Williams referred to a letter received from Club Manager Dick Koch with the Board of Directors recommendation for a fee increase for the daily green fees. The change would increase the 18 hole fee from $23.00 to $25.00 and the 9 hole fee from $9.00 to $12.00. The directors felt the necessity to increase the fees to help offset the new expense related to the proposed expansion. Williams recommended the increase. After discussion Kennedy moved the City of Kalispell approve the fees that are being increased and the annual season fees staying the same for the Kalispell Golf Association as proposed. The motion was seconded. After more discussion the motion carried with Collins and Nystul voting against.
