10-02-20 City Manager Report1 City of Kalispell OFFICE OF THE CITY MANAGER Information Memorandum 10/2/2020 1.Parks Department Parks and Recreation has signed a contract to have all trees pruned within the boulevards along 2nd, 3rd, and parts of 4th Avenue East North this fall as part of our cyclical pruning efforts. A contractor also is continuing storm restoration pruning; concentrating on the 5th Avenue East area. Our Forestry crew is pruning trees along the 600 block of 3rd Avenue East. With fall weather upon us, Park staff have begun winterizing the irrigation systems in the parks. Lawrence, Woodland, and seasonal restrooms will be left energized and will be the last ones winterized for the year. Once all parks are completed, we will turn our attention to KYAC for winterization. Work continues at Thompson Memorial Park where crews are rebuilding the infield surface. Participation continues to grow in the Cairo’s Kids Afterschool Program at Elrod Elementary School. At the start of the program, we were averaging 20 children per day. At the end of week 4, we are averaging 24 children per day. We also received news from the Kalispell School District Central Kitchen that they were able to reinstate the snack program through December. The School District started providing free snacks to the Afterschool Program again on Monday, September 21. After opening Little Dribblers Basketball registration on September 4, we received over 180 registrations in the first three weeks. Our registration deadline for the program is Friday, October 2. Due to hazardous air quality conditions, we postponed our fall soccer practice/scrimmage on Friday, September 18. We will reschedule the missed practice/scrimmage in early October. 2 2.Police Department Attached is the latest case report from Kalispell Law Enforcement. The Kalispell Police Department Detective’s Division has been assigned 346 felony investigations in 2020. Year to date calls for service stand at 24,323, compared to 27,669 in 2019, and 26134 in 2018. New Officers Cale Vukonich and Bradley Scheffler will be attending a legal equivalency course in Helena on October 12-16. The Legal Equivalency course is conducted twice per year and is required for recently hired sworn officers currently employed by an agency and who completed a basic law enforcement academy in another state. This course must be completed within 12 months of hire. The co-responder program continues to progress within the Kalispell Police Department. An official flyer has been produced by Western Montana Mental Health defining the program: Co-Responder Community Crisis Therapist •Dispatched via 911 calls with/without law enforcement to provide mental health assessments (currently 40 hrs per week) and immediate resources to people in crisis •Can respond anywhere in the community •Prioritizes “least restrictive environment:” when making referrals for mental health services, including working with clients in their homes to provide for their own care and safety •Provides initial case management services for clients experiencing difficulty engaging in mental health services. Having the program based with law enforcement allows for better communication and relationships to share concerns about those suffering mental health crisis in the community. 3.Planning Department The Kalispell City Planning Board will hold a public hearing at their October 13 meeting to hear four application requests consisting of the following: 1.File #KPUD-20-02 – A request from Hammerquist and Caselegno, LLC for a Commercial Planned Unit Development (“PUD”) overlay on two lots containing approximately 2.6 acres of land located at 145 and 151 Snowline Lane. The lots are currently vacant and zoned B-5 (Industrial-Business). The intent would be to use the rear parcel for a construction laydown yard and later develop the front parcel. The property has a PUD placeholder designation, which means that, with 3 limited exceptions, any use or development of the property requires a full PUD submittal. 2.File #KZTA-20-01 – A request from the Flathead Warming Center for a zoning text amendment to allow homeless shelters as a conditionally permitted use in the B-1 (Neighborhood Business) zone. The proposed amendment would add homeless shelters as Section 27.12.030(8) and the corresponding table in Appendix B, as well as renumbering the subsequent subsections accordingly. 3.File #KCU-20-05 – A request from the Flathead Warming Center for a conditional use permit for a homeless shelter to be located at 889 North Meridian. The property is zoned B-1 (Neighborhood Business). The facility would be located within an existing building on the property and have a new fenced courtyard. It is intended to operate primarily in colder months from October through April with approximately 40 guests per night. 4.File #KPP-20-03 – A request from Meadows Edge, LLC, for preliminary plat approval for Meadows Edge Phases 2 and 5. Both phases are part of the Meadows Edge Planned Unit Development (“PUD”). Phase 2 includes 37 residential lots, open space, and streets on a total of 10.2 acres zoned R-3 (Residential) with the PUD overlay. Phase 5 consists of one mixed use commercial lot on 3.25 acres zoned B-1 (Neighborhood Business) with the PUD overlay. The overall PUD plan provides for 322 residential lots and mixed-use commercial areas on a total of 112.7 acres. It is located at 1120 Farm to Market Road. The Planning Board will forward their recommendation of the applications onto the Council for their consideration at the November 2, 2020 meeting. The Downtown Business Improvement District (BID) was awarded a grant from the Montana Main Street program in February to establish design guidelines aimed at preserving the historic character of Downtown Kalispell. City staff and their consultants, A&E Architects, are in the early planning stages and have developed a list of survey questions that will be mailed to all the property owners within Downtown Kalispell. The survey has been created to seek input as we begin the process of developing potential historic design standards for Downtown Kalispell. 4.Building Department In the last 2 weeks, we have issued permits for 11 single-family homes and 4 townhomes. This brings the total of new single-family/duplex and townhouse units for the year to 218, compared to 112 last year at this time. There have been 132 multi-family housing units issued so far this year. At the end of 2019, the building department had issued permits for a total of 84 multi-family units. There was a total of 150 combined building and/or fire inspections completed in the last 2 4 weeks. Residential – 70 Plumbing – 15 Commercial – 17 Mechanical - 14 Electrical – 13 Fire - 21 5.Community Development Community Development is preparing a grant application to the EPA Brownfields program for the purpose of conducting phase I and II environmental site assessments. Grant applications are due October 28. EPA Region 8 Office has approved two targeted Brownfields assessments (TBAs) in Kalispell. Work is expected to be completed in November/December 2020: o BNSF Right of Way (Kalispell Parkline): A phase II environmental site assessment. o Former Classical Gas (Sweet Peaks location): A phase II environmental site assessment and the removal of fuel canopy, pumps, piping and underground fuel storage tank. South Kalispell Tax Increment Finance Traffic Project Concrete work has continued over this time period on the South Kalispell TIF project. Sidewalks and driveways have been poured on 1st Street West and along the north end of Airport Road. 6.Public Works Water Main Replacement The water main replacement project for 10th Ave W and 2nd St W is at substantial completion. This project replaced ~1,500 linear feet of aged 6” and 8” 1926 water main with new 8” water main. Also included in the project were new water valves, fire hydrants, water service connections, paved surface restoration, sidewalk repairs, and landscape restoration. City engineers performed design and construction management for this project, and the total project costs were within budget. This water project was coordinated with the 2020 pavement repair project for 10th Ave W. City crews performed the remainder mill and overlay to complete the full restoration of the asphalt section for the 2 blocks of 10th Ave W. 5 Sewer Main Replacement Project The 11th Street West Sanitary Sewer Replacement Project from 3rd Alley West to 5th Ave West is under construction. The project includes furnishing labor, materials and equipment required to replace the existing deteriorated sewer main with approximately 730 linear feet of fifteen (15) inch SDR 35 PVC sewer main. The construction is at 50% completion and is schedule to be at substantial completion by the end of October. 7.Fire Department Since the last update, the Kalispell Fire Department has received 156 calls for service. October 4th thru the 10th is fire prevention week for the community. This year’s educational campaign is Serve Up Fire Safety in the Kitchen! Cooking is the #1 cause of home fires and home fire injuries. Unattended cooking is the leading cause of fires in the kitchen. This is true with our local community as well. This year, the fire department is offering materials to local schools and groups only and not providing in person education due to COVID concerns. The new fire department recruits have successfully entered into their Field Training portion of their academies and training. Each recruit is assigned to an individual shift and an individual training officer who provides instruction and critiques the recruit’s progress. Fire department staff are preparing equipment for transition into the new Ambulance which was ordered in the 2020 fiscal year budget. This ambulance is replacing a unit which has served Kalispell for 18 years.
