08-14-20 City Manager Report1 City of Kalispell OFFICE OF THE CITY MANAGER Information Memorandum 8/14/2020 1. Public Works Solid Waste Annual Spring Cleanup Collection Day The City of Kalispell’s Solid Waste Division completed their seventh annual spring clean-up for residential rollout customers during the month of July this year. This annual service allows residential rollout customers to put large items and excess household items on the curb for rear loader pickup. These items may consist of couches, washers, dryers, yard debris, large boxes and other items that do not fit in their rollout container. This service does not allow the collection of any hazardous products like oils, antifreeze, batteries, pesticides or weed killers. A two-man crew operating a rear loader collects the large items and delivers them to the County Landfill. In addition, to their routine collection duties, the solid waste staff, in just one week, removed around 24 tons of debris and 7 flatbed truck loads of household appliances to the landfill. 2. Police Department Chief Overman, Captain Corbett, and Sheriff Heino met with fair manager Mark Campbell on August 11, 2020. The purpose of the meeting was to plan a for a coordinated, consistent, and professional response to concerns associated with the fair occurring in Kalispell. The KPD will work closely with the Sheriff’s Office and the Sheriff’s Posse to provide for public safety. Year to date calls for service are 19,906, this compares with 22,557 in 2019, and 21,198 in 2018 . 2 3. Parks Department A forestry contractor is currently pruning boulevard trees damaged in the May 31 windstorm. Broken branches, stubs, and hangers are being pruned and inventoried. We expect this work to extend through November. Our forestry crew continues with cyclical pruning and has moved to 3rd Avenue East. They have started on the 800 block and will continue north. Registration for the Cairo’s Kids Afterschool Program opened on Monday, August 10. We have been meeting with the Elrod principal, the school transportation office, and the new district Covid-19 Coordinator to discuss necessary changes and precautions for opening and operating the Afterschool Program this year. Some of the changes include the following: • The Afterschool Program will be capped at 40 children per day. • The Afterschool Program will follow district policies and guidelines regarding the wearing of face coverings. • Under phase 2, transportation is only available for students from Hedges, Rankin, and Russell. Other schools may be added if capacity changes. • Students from schools where transportation is not provided can still register for the program, however parents will need to make alternate transportation arrangements. The last week of our Camp Woodland Summer Day Camp and the Woodland Water Park will be August 17-23. We also have four other specialty camps operating that week including Skyhawks Multi-Sport & Swim Combo Camp (capture the flag, dodgeball, and ultimate frisbee), our second session of Skateboarding Camp, Zombie Survival Camp, and Outdoor Adventure Camp (rafting, fly fishing, and rock climbing). We are halfway through our new competitive 3v3 Basketball League with 29 boys and girls teams (grades 3rd-8th). We have received positive feedback from parents that are appreciative to have this local opportunity for their children since all the regional 3v3 tournaments were cancelled this year. The last day of league play will be Wednesday, August 19. 4. Planning Department The Planning Board met on August 11 and heard one application request for major preliminary plat. The application request from Husky Partners, LLC, consists of a three- lot subdivision called Glenwood West Phase 2. The property contains approximately 3.60 acres and is located at 70 Glenwood Drive, extending to Financial Drive. The existing lot currently contains two apartment buildings and at full buildout there will be 120 units, parking, recreation area and clubhouse. The proposed lots will put the multi- 3 family buildings on individual parcels, rather than the one large parcel as it currently exists. The Board did recommend approval of the request and their recommendation will be forwarded to the Council for consideration at their September 8, 2020 meeting. The Planning Board also held a work session on the reduction of the B-2 Zone setbacks and alleys. The work session was preliminary on both topics and generated ideas about possible code updates. There was consensus amongst the Board that the setbacks in the B-2 Zone should be reduced and staff was directed to draft changes. Staff will draft changes to the B-2 Zone setbacks where the Board can have further discussion during a work session following the next regularly scheduled Planning Board meeting on September 9. Planning staff in coordination with Public Works will continue to look at alley regulations and look at holding another work session in the future with the Planning Board. No recommendations are being forwarded from the Board at this time regarding either topic. 5. Building Department In the last 2 weeks, we have issued permits for 6 single-family homes, 3 townhomes and 2 duplexes. That will bring the total of new single-family/duplex and townhouse units for the year to 153, compared to 76 last year at this time. There have been 48 multi-family housing units issued so far this year. At the end of 2019, the building department had issued permits for a total of 84 multi-family units. The permit for the 2nd building in the 1st phase of The Crossing at Spring Creek was issued with an estimated value of $1,800,000. This building includes 24 units of the 324- unit project to be completed over 3 phases. There was a total of 189 combined building and/or fire inspections completed in the last 2 weeks. Residential – 81 Plumbing – 10 Commercial – 13 Mechanical - 13 Electrical – 14 Fire - 58 6. Community Development Airport and 18th Street South Kalispell TIF Project Sidewalks were paved on 12th Street West during the week of August 10th. The project focus for the upcoming period will be the parking lot between Airport Road and 1st Avenue West and sidewalks along 1st Avenue West. 7. Fire Department Since the last update, the Kalispell Fire Department has received 154 calls for service. 4 Fire department staff have taken possession of the 8 pairs of fire fighter turnouts that were available to us via the Firehouse Subs grant. At this point, staff are providing the required paperwork and proof of delivery to the grant organizer for final grant closeout. Fire department staff are also preparing and brainstorming this year’s fire prevention week events. With the current restrictions, public outreach education is limited. Currently staff is organizing the material and what the possible avenues of distribution of educational products to local school groups. Fire department staff are also finalizing and distributing the information and identification badges required for our personnel to wear while providing patient care or when at a medical facility. This is a directive from Flathead County EMS coordinator and Flathead County’s medical director.
