Happ, Mayor ATTEST Clerk I I THE SPECIAL MEETING OF THE CITY COUNCIL WAS HELD AT 5:00 P.M., MONDAY, DECEMBER 22, 1980, IN THE COUNCIL CHAMBERS AT CITY HALL. MAYOR HAPP PRESIDED.. COUNCILMEN DALEY AND GRANMO WERE ABSENT. ALL OTHER COUNCILMEN WERE PRESENT. Mayor Happ explained that the purpose of the meeting was to consider Flathead County acquisition of the park land on both sides of the present courthouse for a new courthouse facility and parking. She stated that she just recently became aware that in the deed, dated August 4, 1903, the land was given to the City to be used specifically for park use and if any other use was made of the land, it would revert to the heirs of the Kalispell Townsite Company, which is still ex- istent, and looked after by Attorney Merrit Warden. She stated that this might not be a stumbling block, but rather, that they may have to negotiate with Kalispell Townsite Company rather than the City of Kalispell. County Commissioner Guay stated that,.hey were there more to present their plans for a new courthouse facility than to talk about land acquisition. They would request that Ninth Street from Main to First Avenue West be closed. Richard Taylor, architect, showed a picture of the proposed plan. The plan consists of two buildings, one a justice building to house the jail, courthourse and sheriff's office. The other building would house all other county offices. The blue building, which now houses the Assessor and part of the Treasurer's office, would be torn down and the area used for parking. Much of the discussion was about whether or not there will be enough parking. Mr. Guay stated that they have to acquire three residences to make room for the build- ing and parking. There was also discussion about widening the street around the courthouse, which is narrow and hazardous for traffic. Councilman O'Boyle asked if they intended to close Ninth Street from Main to First Avenue East. Mr. Guay replied that they did not presently feel they would ask for closure. Tom Barnard, Montana .Department of Highways, stated that future plans are to make ' a 4 lane highway south from the courthouse to Gentleman Jim's. However, it could be 3 to 10 years before money is available for the project. Councilman O'Boyle reminded Mr. Taylor that there is a sewer line through one of the parks. Mr. Taylor replied that he was aware of this. Councilman Smith moved to adjourn. Seconded by Councilman Zauner. Motion carried.
