Resolution 4500 - Authorizes City Manager to Write-Off Bad Debt1980 RESOLUTION NO. 4500 A RESOLUTION AUTHORIZING THE CITY MANAGER TO WRITE OFF UNCOLLECTIBLE AMBULANCE, UTILITY AND GARBAGE DEBTS. WHEREAS, the City of Kalispell engages in certain proprietary activities for the benefit of residents of the City and others in Flathead County, and WHEREAS, said proprietary activities, namely ambulance, water & sewer utilities, and garbage service, bill individuals receiving services to cover the cost of delivering the service, and WHEREAS, not all debts incurred by individuals utilizing City services are collectible by the City because of inability of those receiving the service to pay, and WHEREAS, the City Council desires to establish a policy enabling the City Manager, upon request from the Department Head in charge of the service delivery, to write off uncollectible debts and abandon collection efforts. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL, AS FOLLOWS: SECTION I. That the City Manager is hereby authorized and directed to write off ambulance, utility debts, and garbage charges, upon the recommendation of the Department Head in charge of the service, when reasonable efforts of collection have not been successful. SECTION II. That the City Manager shall be required to report to the City Council annually in July a summary of amounts and types of charges written off during the preceding fiscal year. SECTION III. This Resolution shall take effect immediately upon passage by the City Council.
