Manager Jeff Zauner Jarod Nygren, Senior Planner Shannon Freix Krista Lammers, Community & Economic Development Chairman Rold called the meeting to order and welcomed the Board and City Staff. PUBLIC COMMENT - None. APPROVAL OF MEETING SUMMARY Jeff motioned to accept the March meeting minutes, David 2nd, passed unanimously. TIGER/KALISPELL CORE & RAIL REDEVELOPMENT Kalispell Trail design work continues, Alta is working with the Kalispell Public Works Department on pedestrian crossing designs. Supplemental Environmental Assessment work continues regarding the addition of crossing options at 1StAvenue WN, 3rd Avenue WN and 4t"Avenue WN. These connections, closed by BNSF years ago, would improve connectivity and access in the Core Area. Upon Federal Railroad Administration review and approval, the SEA will go out for a 30-day public comment period, to include an open house. Following the Finding of No Significant Impact (FONSI) by the FRA, the City will begin the process of crossing selection. Removal of the tracks and construction of the Kalispell Trail is anticipated to begin in late 2020 and continue through early 2021. TIF & TEDD UPDATES The appraisal for the parcel associated with the 18t" Street Realignment option is complete. WGM will present an option to purchase to the property owner in the coming days. A June 10th Council Work Session will be held to update Council on the bike and pedestrian plan as well as the South Kalispell Traffic Project. WGM is working on estimates for sidewalks and will provide a "menu" of prices to the City. Public Works will begin work on an update of the City Shops street facade, WGM will provide drawings of prospective sidewalks in front of the Shops as part of the South Kalispell Traffic Project. Changes were made to the Downtown TIF Policies per URA request, it was noted that 100% of all public infrastructure costs, including impact fees, are eligible for tax increment financing funds. The points system has been removed from the criteria and will likely be added to the application. Similar changes have been made to the West Side TIF Policies and Procedures per URA guidance. It was noted these changes to both the West Side and Downtown TIF policies and procedures provide consistent incentives to developers in both areas. Jeff motioned to recommend the Downtown Tax Increment Financing District Policies and the updated Westside Tax Increment Financing District Policies to City Council, David 2nd, passed unanimously. BROWNFIELDS Phase II ESA of the CHS Agronomy Center, structures only, is complete along with an estimated cleanup sum and is being reviewed by the City. Transfer of ownership of the CHS properties to FCEDA is slated for September 1, 2019. Before the transfer there must be an update to the property Phase I ESAs. As the transfer approaches, Katharine has asked DEQ and EPA to revisit the ESAs for each CHS site to ensure that plans for cleanup are as accurate as possible in order to move ahead with Phase II ESAs and possible remediation of the sites after ownership transfer to ready them for redevelopment. Additionally, a Phase I ESA has been completed for the BNSF rail line property.
