Jeff Zauner Mike Brodie, WGM Group Chairman Rold called the meeting to order and welcomed the WGM consultant, the Board and City Staff. PUBLIC COMMENT - None. APPROVAL OF MEETING SUMMARY Matt motioned to accept the February meeting minutes, David 2nd, passed unanimously. BUSINESS None. TIF & TEDD UPDATES WGM had a discussion with property owner regarding the pending appraisal, associated with the 18t" Street Realignment option. Appraisal of the property will likely be ready the second week of April with survey of the area to follow. City Council will review the additional information provided by WGM before a decision for the project is finalized. WGM has also been tasked with reviewing the larger pedestrian transportation network in the area and suggesting additional sidewalk for the project. City Staff will contact the Airport Users Group regarding the possible use of TIF funding and make suggestions of additional sidewalk in the area. City Staff will also inquire about connection to the bike path in the South Kalispell area. Old School Station Lot #6 closing is set for April 1st Suggestions for Kalispell Downtown TIF policies include creating incentives for development and redevelopment to increase the tax base in cooperation with private investment within the district. City staff will work on draft policies and procedures for the Board to review and refine over the next few meetings, along with a list of project criteria, including a scoring system. TIGER/KALISPELL CORE Sc RAIL REDEVELOPMENT Alta Planning +Design is working on estimating costs for trail amenities as well as incorporating Kalispell Public Works designs for street crossings and Montana Department of Transportation requirements for the Main Street crossing. KLJ Engineering are working on the Supplemental Environmental Assessment, which will be available for public comment following Federal Railroad Administration (FRA) approval. The Kalispell Core and Rail Redevelopment Project remains on schedule and City Staff continues to work with the FRA to further refine the project timeline. BROWNFIELDS PROGRAM UPDATES Phase II for both CHS Grain Elevator site and CHS Agronomy Center site (buildings only) are expected in April. NEXT SCHEDULED MEETING Katharine will miss the April meeting. The Board next meeting is scheduled for Wednesday, April 17t" at 4 p.m. Chairman Rold adjourned the meeting.
