12-19-19 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, December 19, 2019 First Floor Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Dave Dedman, Fire Chief Tim Falkner, Administrative Captain Kari Hernandez, Office Coordinator Patrick Jentz, Engineer II Jarod Nygren, Planning & Building Director Rick Parker, Building Plans Examiner Tom Tabler, Senior Civil Engineer P.J. Sorensen, Chairman Kathy Nelson, Recording Secretary HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: Universal Mechanical — We will be meeting with them on Friday, December 20th, to discuss our bond request. OLD BUSINESS: Frontier Village Apartments — Treeline; new apartment complex. Tabler stated that Public Works is ready to sign -off on this. Sorensen noted that their engineer is working on his comments. Nygren has not received their Final Plat yet. Sorensen and Fincher are waiting for their response back on the drainage areas within that recreational area in there. This will be on the agenda for next week. The Crossings — Two Mile Drive; new apartment complex. Jentz noted that their engineer has been asking questions this week. No Lift Station design has been submitted yet. They have not yet figured out their water main looping routes, but are looking at the Hawthorn and Liberty intersection. They will probably use the old pipe, cut in and run a parallel main up to the intersection. This won't impact their building locations or parking lots. This will be on the agenda for next week. Flathead Industries — 40 E Idaho; drive-through/drop-off addition. This is near the intersection of First Avenue EN and W Montana. Tabler and Fincher have both sent e-mails to the owner of Flathead Industries. Sorensen stated this is a summer project. Building will be sending out some letters because the Building Codes will be updated to 2018 that could affect this project if they don't pull their building permit in a specific timeframe. Parker stated they do have a fire wall at the Lot 1 B line. He is still waiting for drawings. This will be on the agenda for next week. 4th and Zuri — 55 4th Ave WN; remodel existing building to multi -use. This is an old thrift store behind the Center Mall. No final update has been received. Public Works is waiting for the rest of their first submittal. This will be on the agenda next week. Universal Mechanical — 707 W Center; convert to HVAC (site work). Sorensen received a revised engineer's estimate for their Performance Bond. Our committee is fine with their estimate. They have requested a meeting with us, which will be on Friday this week. Sorensen is keeping their attorney and their engineer in the loop on those conversations. This will be on the agenda next week. NEW BUSINESS: None. PLANNING OFFICE ITEMS: December Meeting Stillwater Bend — A work session was held for this 56-acre project on the west side of Rose Crossing, west of the Ford dealership, in the area south of Falcon This will be going to a Public Hearing next month. Nygren will get their application materials out to everyone today. The river and highway are there, so take a close look at this. OTHER REPORTS: New Projects — Sorensen noted that projects have been coming in for ARC this month. Old Domino's Building — on Idaho St - There has been some discussion on this building. They will mostly be doing exterior work, probably for an office. No interior plans have come in yet. UPS — Will be coming in in 2020. The Country Store — will be on the agenda for next week. Alpine Lighting — will be moving into part of the building with The Country Store. Sorensen stated they are anxious to get the remodel completed at the old CHS site on Idaho. They have their TI drawings in. They wanted to get in by mid -winter. This was a mixed -use building, and will remain a mixed -use building. Tabler noted the huge curb cut on the east side. They do propose to channelize that with some diagonal parking on that side. Sorensen stated there are a lot of site changes. The angled parking and other parking that backs into the street will need to change. They have their 5- foot landscape buffer off the sidewalk, and a one-way drive-thru. They would have a little parking area, and also have a loading area. Where the canopy currently is, they want to have a drive-thru coffee kiosk there. It takes up a big chuck of land, so he will do the parking counts to see if they can fit it in there. Tabler likes that they are removing each curb cut and giving it some definition. We are wondering, though, if the plan is to just to leave the driveway approach as the sidewalk. Right now it's not ADA compliant. Nygren and Sorensen agreed that this should be normal street profile with curb, gutters, boulevard, and sidewalks. They need to fast track getting Alpine Lighting in here. We will need to approve the whole site. There is a lot of petroleum rehabilitation type -work that they will need to do. We will need a good phasing plan. Kalispell North Town Center Apartments — They are looking at changing their layout. Jentz noted that their utilities will need to be moved. Sorensen explained that before they had an area of grass for their recreation amenity. Now the grass is around the buildings and parking lots. Nygren noted that before the buildings were right up against the armory with an approximate 50-foot buffer. Now they are 150-feet away from the armory.
