11-25-19 City Council Work Session MinutesKALISPELL CITY COUNCIL WORK SESSION MINUTES NOVEMBER 25, 2019 View the minutes attached to the audio of the meeting at: http://kalispell.com/480/Meeting-Videos A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 PM ON MONDAY, NOVEMBER 25, 2019, IN THE COUNCIL CHAMBERS AT CITY HALL IN KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL GUIFFRIDA, TIM KLUESNER, ROD KUNTZ, WAYNE SAVERUD AND KYLE WATERMAN WERE PRESENT. Also present: City Manager Doug Russell, Public Works Director Susie Turner, City Engineer Keith Haskins, Public Works Budget Resource Manager Terri Loudermilk, Planning Director Tom Jentz, Senior Planner Jarod Nygren, and Community Development Assistant Director Katharine King. Mayor Johnson called the work session to order. DISCUSSION ITEMS 1. Tax Increment Finance Policies, Procedures, and Programs Russell introduced the topic and turned the discussion over to Nygren to discuss the updated policies. Nygren noted the Urban Renewal Agency further worked on the policies and described their specific criteria and scoring amendments, including presenting the URA's version of a staff report. Jentz and Nygren answered questions. There was discussion. Russell remarked that the proposed policy will come before council for action in the immediate future. Public Comment None. 2. 2019 Cost -Based Utility Rate Study and Impact Fee Review Russell introduced the topic and turned the discussion over to Turner. Turner introduced Shawn Koorn, the consultant on the project, who will be presenting an in-depth review of the revenue requirements for water and sewer rates. She also noted the Impact Fee Advisory Committee voted unanimously to send the study to council for action and that she is looking for feedback from council. Koorn presented a PowerPoint detailing the Utility Rate Study process and answered questions. Staff answered further questions. There was extended discussion regarding a hypothetical "tiny home" subdivision. Council consensus was to bring numbers to a work session in December to keep the conversation moving forward. Public Comment Sid Daoud requested the "tiny home" language be left in the impact fee discussion and noted it would be worth having it available for future use. Tom Rygg requested that this much information be made available more than four days ahead of time. CITY MANAGER/MAYOR/COUNCIL REPORTS None.
