09-12-19 Parking Advisory Board MinutesCITY OF KALISPELL PARKING MONTHLY BOARD MEETING MINUTES Date: September 12, 2019 Location: KPD Conference Room In attendance: Janet Clark, Tim Falkner, Dave Hutton, Bob Macek, Mark Pirrie, Joel Schoknecht and Rob Smith Minutes recorded by: Karen Durado 1. Call to Order: Called to Order at 7:30 a.m., By: Mark Pirrie Approval of the Agenda: Moved by Bob, second by Janet. 2. Approval of May 2019 Board Meeting: Moved by Janet, second by Joel. 3. Hearing of the Public: No one present 4. Financial Updates for May, June, July and Aumust 2019: 5. Parking Updates for May, June, July and August 2019: 6. Unfinished Business: Planning did not attend the meeting. 7. New Business: Lot Maintenance — The Board reviewed our current agreement with the B.I.D. for the general clean-up of the 8 City of Kalispell parking lots. Currently, Paul is picking up garbage and weeding the landscaped areas on an as needed basis, not to exceed 6 hours per week. The arrangement is in place from the beginning of May through October. Janet would like to revisit this at a future meeting to discuss the possibility of adding additional hours for Paul to spend in the lots. Janet wanted it noted that the Eagles Lot was not striped as discussed at the May meeting and the gravel from last winter still has not been removed. Boot removal fee —The current fee of $35 for boot removal was discussed. Bob made a motion recommending that the boot removal fee be increased to $50 for the first offense, and $100 for subsequent offenses. Discussion on the motion. Vote on the motion. Tim will follow up with Charlie Harball to see if there is anything that needs to be done to prior to implementing the change. The next meeting will be Thursday, November 21.
