RESOLUTION NO. 4267
A RESOLUTION TO ADOPT THE FEES, SCHEDULES, RATES, CHARGES AND
CLASSIFICATION IMPOSED ON THE CUSTOMERS OF THE CITY OF KALISPELL
WATER UTILITY.
WHEREAS, the City of Kalispell has a need to replace and improve
infrastructure of the City's water utility, and
WHEREAS, the City's water connection fee of $112 to $896 ($140-
$1120 outside the City) has not kept pace with either the
costs of inflation or the City's infrastructure
replacement needs, and
WHEREAS, in order to replace and improve the water system it is
necessary to build a capital cash account to be used to
replace all or a portion of the water utility system, and
WHEREAS, in order to provide for the replacement of the
infrastructure of the water utility based upon
inflationary factors, it is appropriate that the City
index the connection fees, and
WHEREAS, said proposed adjustments of the water connection fees
are reasonable and just, and
WHEREAS, the City Council did, on April 15, 1996 set a public
hearing to be held on June 3, 1996 on said proposed
adjustments of water connection fees of the Water Utility
Service of the City of Kalispell and gave the necessary
Notice thereof as required by Section 69-7-111, MCA, and
WHEREAS, due and proper Notice of said public hearing has been
given by the Clerk of Council by publication and mailing
as required by law, and
WHEREAS, said public hearing was duly held by the City Council at
a public meeting thereof in Kalispell City Hall beginning
at 7:00 P.M. on June 3, 1996, and all persons appearing
at said hearing and expressing a desire to be heard were
heard, and all written comments thereon furnished to the
Clerk of Council at said meeting or prior thereto were
given consideration by the Council.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL;
SECTION I. That the fees, schedules, rates, charges and
classifications applicable to the use of the
City of Kalispell Water System and other
services performed by said utility as set
forth on Exhibit 'Af° attached hereto and by
this reference made a part hereof, are found
to be just and are hereby established and

adopted to be imposed for water utility -
services to the inhabitants of the City of
Kalispell and those other persons served by
its water utility service.
This decision is final ten (la) days after
filing of this Resolution with the City
Finance Director. The Finance Director shall
file a copy hereof with the Public Service
Commission of Montana at that time.

NOTICE OF PROPOSED RATE INCREASE
A proposal to increase the water connection fees charged by the water utility of the City of Kalispell will be
presented in a Public Hearing, Monday, June 3, 1996, in the Council Chambers of City Hall at 7:00 P.M. The increase would
be less than 12% of the total revenue and would be effective after 10 days of being filed with the City Clerk.
The present connection fee schedule is attached hereto as Exhibit "A". The proposed increase will result in
connection fees as set forth in Exhibit "B" and will only apply to those customers desiring w hook into the water system after
May 1996.
The purpose of the connection fee increase is to provide for the replacement and improvement of the water supply
and distribution system.
Any person concerned with these proposals may appear at this hearing and make oral statements or present the same
in writing. Also written comments may be submitted for Council consideration by delivering them to the City Clerk of
Council prior to the hearing.
Detailed schedules for services are on Rile in the office of the City Clerk and are available for examination by anyone
interested. If there are questions about the fee that might be answered by telephone you may call the Public Works
Department at 758-7720.
Provisions for multiple dwelling units will be eliminated in the proposed connection fee schedule. Fees will be based
on the size of the water meter. The out of City charge will be increased from 125% to 1501/o of the in City fees.

CONNECTION OF SERVICE AT THE MAIN:
The Utility will perform all required excavation over and around the main to make the service connection and will provide
and install the Service Saddle and Corporation Cock and tap the main. For this service the user will be billed at the current
city rate for time spent including hourly rate for backhoe and truck, and for material used. Temporary Services and Private
Fire Protection Lines will be billed in the same manner.
