RESOLUTION NO. 4259
A RESOLUTION TO AMEND RESOLUTION NO. 3720 , BY AMENDING THE
STANDARDS AND GENERAL PROVISIONS FOR DESIGN AND CONSTRUCTION FOR
THE CITY OF KALISPELL, MONTANA.
WHEREAS, the City of Kalispell adopted on the 15th day of
March, 1962, pursuant to Ordinance No. 1003, the "Standards of
General Provisions for Design and Construction", City of Kalispell,
Montana, and
WHEREAS, it has become necessary to amend and correct the
"Standards and General Provisions for the Design and Construction"
for the efficient operation of. the City of Kalispell Public Works.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF KALISPELL THAT THE STANDARDS AND GENERAL PROVISIONS FOR DESIGN
AND CONSTRUCTION OF THE CITY OF KALISPELL, MONTANA, ARE AMENDED AS
FOLLOWS:

Words and phrases in these Standards have the same meaning as those in The Subdivision Regulations
of the City of Kalispell.
GP-02 Excavation Permit. (Right of Way Encroachment Permit)
All work within the public right-of-way shall require a Permit issued by the City Engineer or the
Engineer's representative. The Permit will not be issued until all licensing, insurance and bonding
requirements have been met and necessary fees paid. The types of work authorized by the Permit shall
include, but are not limited to, street construction, water or sewer system construction and repair,
sidewalk and curbing installation, driveway access, underground utilities etc.
In an emergency which requires repairs to be made immediately, the Contractor may excavate and
complete the repairs without first having obtained a Permit. The Contractor shall obtain the Permit no
later than the next scheduled city work day.
All provisions of the Standards for Design and Construction for the City of Kalispell, Montana, shall be
complied with regardless of the circumstances of the construction.
GP-03 City Fees.
Water & Sewer Service Connection Fee. A fee shall be paid, in accordance with the Kalispell Water
Rates, for the connection of each new water and sewer service to the system. This fee must be paid
even though a service line has previously been stubbed to the property line or other point. Connection
fees for water and/or sewer must be paid before a Building Permit will be issued by the Building
Department.
Fee for Constructing Water Service. When it is necessary to tap an existing water main for a service
connection, the City will provide the equipment, labor and materials required to tap the main, install the
service line from the main to the service valve, install backfill, and restore the pavement surface. The
City will charge the Owner the rate set forth in the Water Department Rate Schedule. The Owner will
be responsible to construct the service line from the service valve to the point of service.
Construction of Sewer Service. When it is necessary to tap an existing sewer main for a service
connection, the Contractor will provide the equipment, labor and materials required to tap the main,
install the service line from the main to the point of use and restore the public right of way to it's pre -
construction condition.

GP-04 Applicable Laws and Indemnification of Cit- .
The Contractor shall give all notices and comply with all federal, state and local laws, ordinances and
regulations affecting the conduct of the work, and shall indemnify and hold harmless the City against
any claim or liability arising from, or based on, the violation of any such law, ordinance, regulation, etc.,
whether by himself or his employees.
GP-05 Interruption of Service.
Any construction that will interrupt normal operation of city sewer, water or transportation facilities will
require a City approved method of notifying affected individuals. The Contractor shall notify the
Kalispell City Police and Fire Departments at least forty-eight (48) hours prior to any street closures.
All street closures will require the Contractor to provide a news release specifying the location of
construction and the duration of the closure. The Contractor shall present the news release to the news
media at least two (2) days prior to the beginning of any construction activity. The Contractor shall
also notify individuals affected by the project of the type and duration of the interruption.
In the event of an emergency interruption, the Contractor shall notify the Public Works, Police and Fire
Departments as quickly as possible. The Contractor shall immediately dispatch members of his staff to
notify affected individuals by telephone or personal contact.
GP-06 Traffic Control and Safety-.
A Traffic Control Plan must be submitted and approved by the City Engineer, or the Engineer's
representative, for all work within the public right-of-way. The location and description of all traffic
control devices must be shown on the Traffic Control Plan. The plan must be approved prior to
beginning construction. If the required traffic control devices are not in place, the Contractor will not
be allowed to begin work on the project. All traffic control devices shall be kept in place and
maintained in good visible condition throughout the project. The City Engineer, or the Engineer's
representative, reserves the right to reject any traffic control device observed to be in inferior condition.
Emergency access to the work area shall be maintained at all times. The Manual on Uniform Traffic
Control Devices shall be followed to provide information necessary for the safety of the public.
All barricades and obstructions shall be protected at night by suitable signal lights which shall be kept
illuminated from sunset to sunrise. Barricades shall be of substantial construction and shall be
constructed to increase their visibility at night. Suitable warning signs shall be placed and illuminated at
night to show in advance where construction, barricades or detours exist.
GP-07 Liability Insurance and Bonding.
Liability Insurance. The Contractor shall procure and maintain, at his own expense, during the
construction period, General Public Liability and Property Damage Insurance including vehicle coverage
issued to the Contractor and protecting him from all claims for personal injury, including death, and all
claims for destruction or damage to property, arising out of or in connection with any operations
covered by the contract documents, whether such operations be by himself or by any Subcontractor
under him, or anyone directly or indirectly employed by the Contractor or by a Subcontractor under
him.

Insurance shall be written with a limit of liability not less than $750,000 for each claim and $1,500,000
for each occurrence. The Contractor shall hold harmless, indemnify and defend the City and each of its
agents, and each of their officers and employees, from any and all liability claims, losses or damage
arising, or alleged to arise from the performance of the work described herein, but not including the sole
negligence of the City or its representatives. Each policy or certificate shall bear an endorsement or
statement waiving the right of cancellation or reduction in coverage without ten (10) days written notice
being delivered by certified mail to the City.
Bondins. The Property Owner/Developer shall be required to provide the City with a Performance
Bond for all public infrastructure construction required by a subdivision, development, or phased
development. The bond shall be 100% of the contract (bid) price, or as determined by the City
Engineer. The bond shall remain in full force until the project is accepted by the City. Upon project
acceptance, the Property Owner/Developer shall be required to provide the City with a Maintenance
Bond of 10% of the Performance Bond amount prior to release of the Performance Bond. The
Maintenance Bond shall remain in full force throughout the one year guarantee period.
All other construction work within the public right-of-way or easement (sidewalk and curb
construction, storm drainage and sanitary sewer service line installation, repair, etc.) will require the
Property Owner/Contractor to provide the City with a Performance Bond. The bond shall be equal to
the value of the project, or as determined by the City Engineer, and shall remain in force for one year
from the date of completing the project. Contractors furnishing the City with an annual bond of at least
$5,000 for various projects will not be required to furnish additional bonding, providing the existing
bond meets the requirements of these standards. Bonds may be in the form of a Surety Bond, a
Certificate of Deposit (CD), a Certified Check or an irrevocable Letter of Credit issued by a bank
licensed to do business in the state of Montana.
GP-08 ]Excavation within the Public Right -of Way.
Unless otherwise approved by the City Engineer, all excavated materials shall be immediately loaded
into trucks, removed from the site and disposed of by the Contractor. Excavated materials shall not be
stockpiled on site. Native materials shall not be used for backfill unless approved by the City Engineer.
Trench backfill within the public right-of-way shall provide a uniform gradation mixture in accordance
with the requirements of the current edition of the Montana Public Works Standard Specifications
(MPWSS). This backfill material shall consist of imported select uncrushed material (Type A trench
backfill as defined in the MPWSS) containing stones no larger than six (6) inches at its largest
dimension.
New Construction.
Whenever new streets are constructed in a development, a minimum of two (2) permanent monuments
per subdivision phase shall be placed. Each shall be referenced to at least three (3) accessories. These
two (2) monuments must be positioned as to be seen from each other and no more than 500 feet apart.

These two (2) monuments shall be labeled "property controlling corners" on the final development plat
with accessories noted. In lieu of this "property controlling corners" method of monumentation,
alternate intersection centerlines must be monumented throughout the development (every other
intersection). Other alternate monumentation may be submitted for review by the City Engineer and
may be accepted.
When a street is to be reconstructed, prior to any excavation, a thorough search shall be made for
existing intersection monuments. If found, such monuments shall be perpetuated by standard survey
methods.

Monuments shall be a minimum 5/8" diameter rebar or driveable metal rod, at least 18" long. The
monument shall be capped with a brass or aluminum cap identifying the responsible land surveyor with
name and number. The cap shall be recessed at least 1/8" below the final asphalt surface. Monument
boxes w/lids of the same type as city water valves (six inches inner diameter) may be used. Corner
Recordations for street monuments and property control corners are not required by the City but may
be filed.
GP-10 bust and Pollution Controls.
The Contractor shall be responsible to maintain the construction site and all haul routes in accordance
with the current requirements of the City of Kalispell's Emission Control Plan (see City Ordinance No.
1139). If the Contractor should fail to meet these requirements, City forces will perform the work and
the Contractor will be billed for labor, equipment, materials and administrative costs. When the area to
be disturbed is greater than 4,000 square feet, the Contractor shall obtain an Asir Quality
Construction/Demolition Re o�rt (Permit) prior to beginning construction. Forms are available at the
Public Works Department.
GP-11 Pavement Restoration.
The Contractor signing the Excavation Permit shall be responsible for pavement replacement. The
Contractor shall restore all surfaces within fourteen calendar days after cutting the pavement. The
pavement restoration shall match the existing type and thickness but shall be a minimum of three inches
thick in all cases. The Contractor shall be responsible to maintain the area in a smooth and driveable
condition until the permanent pavement is placed. If the ground is frozen, the road cut shall be
temporarily repaired with a minimum thickness of two (2) inches of cold patch material. The temporary
repair shall be maintained by the Contractor for safe Winter usage. The permanent restoration shall be
made as soon as the ground is thawed in the Spring, or as directed by the City Engineer. Pavement
repairs shall be in accordance with the Standards for Design and Construction.
If the Contractor fails to restore the pavement within the fourteen day period, or fails to maintain the
trench or area as required, the City will complete the restoration or maintenance and all labor,
equipment, material and administrative costs will be billed to the Contractor.

GP-12 Storm Water Discharge Permit.
The Montana Pollutant Discharge Elimination System regulations require a storm water discharge
permit for construction activity in which clearing, grading and excavating will result in the disturbance
of five (5) or more acres, or the disturbance of one (1) or more acre if located within one hundred (100)
feet of a surface water body (stream, river, lake or wetland). A Storm Water Erosion Control Plan must
be approved by the Montana Department of Environmental Quality prior to construction.
GP-13 Construction Inspection.
All development work designed by an Engineer shall be inspected and certified by that Engineer for
conformance to plans and specifications. Other construction work within the right-of-way shall be
inspected and approved by the City Construction Inspector. It is the Contractor's responsibility to
notify the City of the work requiring inspection at least twenty-four (24) hours in advance so the City
may schedule and perform such inspections.
GP-14 Guarantee for Equipment, Materials and Workmanship,.
The Contractor shall guarantee all materials and equipment furnished and construction work performed
on public improvements for a period of one (1) year from the date of written acceptance of the work by
the City.
GP-15 Stop Work Order.
A written Stop Work Order may be issued by the City Engineer or his representative if the work in
progress does not meet the Standards for Design and Construction for the City of Kalispell, Montana,
or for any other valid reason. Work may resume only after the Stop Work Order has be rescinded by
the City Engineer or his representative.
GP-16 Cleanup.
The Contractor shall clean the construction site of all debris, construction materials, etc., immediately
upon completion of the project. If the contractor fails to meet this requirement, the City will complete
the cleanup and all labor, equipment, material and administrative costs will be billed to the contractor.

Design Requirements. All water, sanitary sewer, storm drainage and roadway systems necessary to
provide service to and within a development shall be constructed at the Developer's expense and shall be
designed by a Professional Engineer. Plans, specifications and design reports shall bear the seal of the
Engineer in responsible charge of the design.
Water and sanitary sewer system designs shall be reviewed concurrently by the City Engineer and the
Montana Department of Environmental Quality, with approval of both required. Storm drainage and
roadway designs shall be submitted to and approved by the City Engineer. All required approvals shall
be obtained prior to beginning construction. Design calculations and testing results shall be submitted
to the City Engineer as required.
Development Requirements. All subdivisions and developments shall be in compliance with 111Q
Subdivision Regulations of the Cit; of Kalispell.
It shall be the responsibility of the Developer to construct all roadways and utilities from the existing
facilities to the far property line of the development. All utilities shall be within a public right-of-way or
easement to permit future Developers free and unobstructed access.
A Developer's Extension Agreement may be approved by the City enabling the Developer to recover a
pro -rated share of utility installation costs from late comers. The agreement shall be in accordance with
the adopted Extension of Services Plan.
It is the Developer's responsibility to obtain and provide the City with all easements and right-of-ways
necessary to extend roadways and utilities to the far property line of the development.
DS-02 Water Systems.
Water systems shall be designed, constructed, and tested in accordance with the current editions of
circular WQB 1 - Montana Department of Health and Environmental Sciences - Standards for Water
Works, The Montana Public Works Standard Specifications and this document.
Subdivisions with a public water system that are within the five year service area of the City or within
one mile from the corporate limits of Kalispell, if no such service area has been established, shall be
designed in accordance with the adopted standards of the City and the distribution system shall be
designed for fire flow capabilities as required by the City and the Uniform Fire Code.
In addition, the following shall apply to the design of all Water Mains:
All water main extensions will require the Design Engineer to submit a written report to the City
Engineer which addresses the fire and domestic flow requirements. The report shall include data on test
results at the nearest hydrant which shows the static pressure at zero flow from the hydrant and the
residual pressure with available flow from the hydrant.
The City will perform the required testing and will provide the test data to the Design Engineer, at no
cost, if so requested.
Fire Flo. The amount of fire flow required for structures shall be based on the Uniform Fire Code
A121endix III -A. Non-structural utilization of an area shall have the fire flow requirements as
determined by the Fire Chief.
Minimum Pipe Sizes. The minimum diameter of all mains shall be eight (8) inches unless a smaller
diameter is approved by the City Engineer. Fire hydrant runs less than fifty (50) feet in length and small
looped systems that meet fire flow requirements may be permitted with six (6) inch mains.
Pipe Material. Water main piping from six (6) to twelve (12) inches in diameter shall be Class 150 PVC
pipe conforming to AWWA C-900 Standards. All water main piping larger than twelve (12) inches in
diameter shall conform to AWWA C-905 Standards.
Water Service Lines. Structures containing two or more residences under separate ownership, such as
townhouses or condominiums, shall haveseparatg service lines, service valves and meters for tach
residence. Structures containing two or more residences, offices or businesses that are rental units
under common ownership may have one service line, valve and meter for all occupants within a single
structure. New water services which require tapping an existing water main will be installed by City
crews at the Owner's expense. The work will include pipe, fittings and valves up to the property line.
Gate Valves. Gate valves shall be Mueller Resilient Seat Gate Valves, or an approved equal,
conforming to AWWA C-509 Standards.
Butterfly, Valves. Butterfly valves shall be Mueller Lineseal Butterfly Valves, or an approved equal,
conforming to AWWA C-504 Standards.
Fire Hydrants. Fire hydrants shall be Rcd Mueller Super Centurion Fire Hydrants conforming to
AWWA C-502 Standards. The placement of all fire hydrants shall be subject to the approval of the Fire
Chief.
Service Clams. Service clamps for PVC water mains shall be H-13000 Series Mueller Brass, or an
approved equal, designed for use with AWWA C-900 PVC pipe.
Corporation Valves and Service Valves. Corporation valves and service valves shall be Mueller 300
Series ball valves, or an approved equal.

Service Fitting. Service fittings shall be Mueller Insta-Tite or 110 Series compression fittings, or an
approved equal.
Curb Boxes. Curb boxes shall be Mueller H-10308 or an approved equal, cast iron extension type with
arch pattern base, 1 1/2 inch I.D. upper section, minimum length b 1/2 feet, with a shut off or and a lid
having a pentagon nut in the plug.
Service Pipe. Service pipe up to three (3) inches in diameter shall be polyethylene pipe conforming to
AWWA C-901 Standards. Service pipe four (4) inches or larger in diameter shall be Class 150 PVC
pipe, conforming to AWWA C-900 Standards.
Tapping Sleeves. Tapping sleeves shall be Power Seal Model 3490 AS (Stainless Steel) or an approved
equal.
Ductile _Iron Fittings. Ductile iron fittings shall be Class 350 SSB fittings conforming to AWWA
C-153 Standards.
Valve Boxes. Main line valve boxes shall be designed for slip type adjustment.
DS-03 Sanitaa Sewer Systems.
Sanitary sewer systems shall be designed, constructed and tested in accordance with the current editions
of WQB 2 Montana Department of Environmental Quality - Design Standards for Wastewater
Fps, Montana Public Works Standard Specifications and this document.
The following shall apply to the design of all sanitary sewers:
Gravity Sewers. Unless waived by the City Engineer, the Design Engineer shall submit a written report
for all improvements or additions to the sanitary sewer system. The report shall assess the ability of the
existing collection system to handle the peak design flow from the project and the impact on the
Wastewater Treatment Plant.
Sewage Lift Station. A written report shall be submitted by the Design Engineer for any project that
will create a new sewage lift station or will contribute to an existing sewage lift station. The report for
a new sewage lift station shall contain, but not be limited to, the following:
- a description of the proposed wet well, pumping system and force main.
- the capacity of the recommended pumps and potential for upgrading.
- a map showing the potential lift station service area.
- the average and peak design flows for the proposed project and for the potential service area
- the hydraulic capacity of the force main.
- the reserve capacity of the lift station when the proposed project is on line at full capacity
- the pump run and cycle times for the average and peak design flows.
- strategies for improvements which may be necessary to accommodate future sewer
extensions (i.e. increased storage, pumping or auxiliary power capacity).

- a statement of the pump selection process, including the Engineer's calculations for the total
dynamic head, total discharge head, net positive suction head and other pertinent pump
selection criteria.
- the designed pump operating curve plotted on a manufacturer's pump performance chart with
the designed operating point clearly identified.
The report for a project that will contribute to an existing sewage lift station shall contain, but not be
limited to, the following:
- a description of the existing wet well, pumping system and force main.
- the capacity of the existing pumps and potential for upgrading.
- a map showing the potential lift station service area.
- a list of the existing users and their average design flows.
- the existing peak design flow and reserve capacity.
- the pump run and cycle times for the existing average and peak design flows.
- the hydraulic capacity of the force main.
- a list of the proposed users and their average design flows.
- the proposed average and peak design flows to the lift station.
- the reserve capacity of the lift station with the proposed project on line at full capacity.
- the pump run and cycle times for the proposed average and peak design flows.
- recommendations for improvements, if necessary to enable the lift station to serve the
proposed project.
Unless otherwise approved by the City Engineer, new pumping systems shall be of the above ground,
self -priming, suction lift type and the pumps shall be equal to that manufactured by the Gorman Rupp
Company. Unless otherwise approved by the City Engineer, an emergency power supply and/or
provisions for emergency by pass pumping will be required for all lift stations. Upon request from the
City Engineer, the Design Engineer shall submit a list of three lift stations of the type proposed which
have been in operation at least five years. The City reserves the right to accept or reject the proposed
lift station.
An alarm system shall be provided that is capable of detecting power interruption, high water and high
motor temperature conditions. The alarm signals shall be directed to an on site alarm monitoring and
telephone dialer system. The alarm monitoring and telephone dialer system shall bean ADAS DiaLog
Plus model as manufactured by Kaye Instruments. An hour meter, suction pressure gauge, and
discharge pressure gauge are required on each pump. Amperage meters are required on each leg of the
electrical wiring.
Minimum Pipe Size. The minimum diameter of any gravity sanitary sewer main shall be eight (S) inches.
Minimum DOLL The minimum depth of gravity sewer mains shall be four (4) feet to flow line. The
minimum depth of sewage force mains shall be six (6) feet to the top of pipe.

Sanitary . Sewer Service Lines. Structures containing two or more residences under separate ownership,
such as townhouses or condominiums, shall have separate sewer service lines for each residence.
Structures containing two or more residences, offices or business that are rental units under common
ownership may have one service line for all occupants within a single structure.
Quality of Sewage. No development shall introduce any sewage into the City of Kalispell Sanitary
Sewer System that is not consistent with the requirements of Ordinance 854, or as subsequently
amended.
Cgavily Main Cleanouts. Gravity main Ceanouts shall not be allowed unless otherwise approved by the
City Engineer.
Sanitary Sewer Manhole Ring and Cover. The sanitary sewer manhole ring and cover shall be Inland
Foundry 772-A or approved equal. The cover shall be marked Sewer.
DS-04 Storm Drainage Systems.
Storm drain systems shall be designed by a licensed professional engineer to be constructed, and tested
in accordance with the current edition of the Kalispell Standards for Design and Construction, and the
Montana Public Works Standard Specifications. The design shall meet the minimum requirements of
the Montana Department of Environmental Quality and shall be subject to approval by the City
Engineer.
Curbs and Gutters. Streets and roads shall be designed to ensure proper drainage and curbs and gutters
shall be required in all subdivisions. Curbs and gutters of adjoining properties shall be extended to match
the new curb and gutter.
.Culverts,Bridges and Drainage Facilities. Culverts or bridges of adequate size shall be provided and
installed by the subdivider where drainage channels intersect any street right-of-way or easement. All
culverts shall extend at least across the entire width of the base of the fill; the amount of backfill to be
placed over the culvert and a culvert's capacity shall be determined by a licensed professional engineer.
This shall include arrangements for driveway culverts. Culverts larger than 24" shall have flared ends.
The subdivider shall provide suitable drainage facilities for any surface runoff affecting the subdivision.
These facilities shall be located in street rights -of -way or in perpetual easements of appropriate width
and are subject to approval by the City Engineer. Each culvert or drainage facility shall be designed
large enough to accommodate potential runoff from upstream drainage areas.
Storm Water Discharge. Drainage systems shall not discharge into any sanitary sewer facility. Runoff
that is discharged into a stream shall meet the Natural Resources Conservation Service standards and
comply with State Department of Environmental Quality, Water Quality Division, standards. All
discharge permits shall be obtained by the developer.
Revegetation. All areas disturbed during development of the subdivision shall be immediately re -
vegetated in accordance with a plan approved by the City Parks Director.

Temporary Erosion and Sedimentation Control. During the construction of improvements in the
subdivision, the subdivider shall be responsible for installing temporary erosion and sedimentation
control facilities to control surface runoff. No silt laden water or excess shall flow to downstream areas
or lakes. Such controls shall be in accordance to the Natural Resources Conservation Service
standards, the Kalispell Standards For Design and Construction, and the State Department of
Environmental Quality, Water Quality Division.
Storm Water Retention Pond(s). Retention ponding may be required on the property to be developed
to reduce the peak rate of discharge of surface runoff. Developments which contribute a significant
amount of runoff or which approach the capacity of an existing drainage system, must install a storm
water retention pond with a controlled outlet to reduce the peak discharge. Retention facilities must
also provide a means of directed overflow for storms larger than the design storm. Provisions must be
made for maintenance equipment to enter all storm water retention ponds.
Open Pondins. When open ponding is used for detention, the sides shall be sloped to a minimum of 3:1.
Ponds exceeding thirty (30) inches in depth shall be enclosed within a six foot high chain link fence.
The area of open ponding must be maintained by a Homeowner's Association or other entity, unless a
written agreement for City maintenance is approved by the City Council.
Property Abutting Streams. Developments which adjoin streams, either seasonal or continual, shall
collect any surface runoff into a central point, or points, before discharge to the water course. Facilities
may be required to remove silts and sediments to meet Montana Department of Fish, Wildlife & Parks
and Department of Environmental Quality standards.
Design Report. For all developments containing more than 10,000 square feet, the Developer's
Engineer shall submit a report showing the design analysis for storm drainage. Depending upon
conditions at the area of development, this requirement may be waived by the City Engineer. The
report shall include but not be limited to:
1. Location of intermittent streams or drainage courses which are within the site boundaries and a
determination of their water surface elevation for a 25 year storm.
2. Volume of storm water entering the site on a 10 year - 6 hour storm.
3. Volume of storm water contributed by the site before and after development, based on a
10 year - 6 hour storm.
4. The capabilities of the downstream drainage systems to handle the increased flow caused by
the development.
5. In areas where ground water may be a factor, the analysis shall include the effects of the ground
water on the total storm drainage system proposed for the development.
Design Storm Criteria. Design flows shall be based on a 10 year - 6 hour storm, with a rainfall intensity
of 0.17 inches/hour, as determined from Figure 3.8 of the Montana Department of Transportation
Hydraulics Manual.
Manhole Spacine. The maximum spacing between storm manholes shall be four hundred (400) feet.
Minimum Pipe Size. The minimum diameter of any gravity storm drainage main shall be eight (8)
inches.

Storm Drain Inlets. Storm drain inlets shall be as follows:

Roadway systems shall be designed, constructed and tested in accordance with the current edition of the
Standards for Design and Construction for the City of Kalispell, Montana, the Montana Public Works
Standard --Specifications and The Subdivision Regulations of the City of Kalispell. All roads within a
proposed subdivision shall be designed by a licensed professional engineer and approved by the City
Engineer and upon completion of construction shall be certified by a licensed professional engineer that
they are in compliance with these standards.
Traffic Analysis. The City Engineer may require developments contributing three hundred (300) or
more vehicle trips per day to the City Street System to have a Traffic Analysis submitted by a Traffic
Engineer. Such analysis shall indicate the expected increase in traffic movement on existing roadways
serving the development and shall determine existing traffic conditions on roadways to be impacted by
the development.
Cul-De-Sacs. All dead-end streets shall terminate in an approved cul-de-sac. Where future street
extension is proposed, a temporary cul-de-sac of adequate size as approved by the Fire Chief and City
Engineer shall be provided. Unless otherwise approved by the City Engineer, roadways that terminate
at a cul-de-sac shall have a maximum length of six hundred (600) feet. The turn around radius shall be a
minimum of forty-five (45) feet. If the development along this roadway consists of buildings two stories
or higher, the minimum turn around radius of the cul-de-sac shall be fifty five (55) feet to accommodate
the Kalispell Fire Department's ladder truck.
Horizontal Alignment. Horizontal alignment of streets must ensure adequate sight distances. When
street center lines deflect more than five (5) degrees, construction shall be made by horizontal curves.

Street Intersections. Street intersections shall meet the following requirements:
1. Streets shall intersect at 90' angles, if topography permits but in no case shall the angle of
intersection be less than 75' for a minimum distance of 60 feet as measured along the centerline.
2. No more than two streets may intersect at one point.
3. Two streets meeting a third street from opposite sides shall meet the same point, or their
centerlines shall be offset at least 125 feet for local roads and 300 feet for arterials or collectors.
4. Intersections of local streets with major arterials shall be kept to a minimum.
5. Hilltop intersections are prohibited, except where no reasonable alternatives exist. Intersections
on local streets within 100 feet of a hilltop are prohibited. Intersections on arterial or collector
streets within 200 feet of a hilltop are prohibited.

6. Maximum grade of approach to any intersection shall not exceed 2% for a distance of 60 feet as
measured from edge of travel ways to provide for adequate starting, stopping and stacking
distances.
7. All streets shall be named. Names of new streets aligned with existing streets shall be same as
those of existing streets. Proposed street names shall not duplicate or cause confusion with
existing street names and shall be taken from an approved list located in the City Engineer's
Office.
8. Location of collector and arterial streets shall comply with the Kalispell City -County Master
Plan or any other major street and highway plan adopted by the Board of County
Commissioners and/or the City of Kalispell.
Traffic Control and Street Signs. The Developer shall provide and install the necessary Traffic Control
in accordance with the Manual on Uniform Traffic Control Devices. Street name signs shall be installed
at each intersection. All proposed street names shall be submitted to the City Engineer for approval
prior to the preliminary plat submittal.
Traffic Signals and Widening of U.S. 2 and U.S. 93. A copy of the Traffic Analysis submitted to the
City may be forwarded to the Montana Department of Transportation for their review and
recommendations. The Montana Department of Transportation's recommendations for traffic signals
and widening along U.S. 2 or U.S. 93 for acceleration/deceleration lanes will become a City
requirement. When widening is necessary or traffic signals or electronic warning devices are required,
on -site or off -site, it shall be the Developer's responsibility, at the Developer's expense, to install such
signals or devices.
Walkways. All developments shall have delineated walkways which will allow pedestrians to safely
travel from any part of the development to the boundaries of the development. Developments abutting
existing or proposed roadways will be required to have walkways within the public right-of-way and
parallel to the roadways. The minimum width of a walkway shall be five (5) feet. Sidewalks are
required on both sides of the street in all residential and commercial subdivisions. Residential sidewalks
shall be separated from the street by a boulevard or open space.
DS-06 Driveways.
The nearest edge of any driveway shall be not less than thirty five (35) feet from the edge of the
pavement of the nearest intersecting street.
DS -07 Street Lights, Utilities and Easements.
All new utilities shall be placed underground. Except for sewer and water, underground utilities, if
placed in the street right-of-way, shall be located between the back of curbs and the right-of-way lines.
Such underground facilities shall be installed after the street has been brought to grade and before it is
surfaced, to eliminate the necessity for disturbing such surfacing for the connection of individual
services.

Utility lines shall be designed by a licensed professional engineer or by the utility firms in cooperation
with the subdivider. All applicable laws, rules and regulations of appropriate regulatory authority
having jurisdiction over such facilities shall be observed.
Street h ing. Street lights shall be required on all streets within the subdivision and shall be installed
concurrently with underground utilities. Provisions may be made for their installation at a later date if
approved by the City Council. The Developer shall submit the development plans to the Power
Company for their recommendations on street light locations prior to submitting the plans to the City
Engineer.
TV,Telephone and Gas. If TV, telephone or natural gas is not installed at the time of development,
provisions shall be made for installation at a later date without the cutting of paved roadways.
Utility Easements. Easements for public utilities which cross private property shall be delineated and
dedicated on the final plat. Water, sewer and storm sewer easements shall be twenty (20) feet wide for
a single pipeline, with the pipe centerline five (5) feet from one easement edge. For easements with two
pipelines, the minimum width shall be twenty-five (25) feet with each pipe centerline five (5) feet from
the easement edge. Easements for all other utilities shall be 20 feet wide unless specified otherwise by
the utility company. Utility easements shall be located along side and rear lot lines wherever possible.
DS-08 Site Plans.
Site Plans. All developments, excluding individual single family residences, shall submit plans and
information as required on the Application for Site Review. Application forms are available at the
Building Department. The plans shall be approved by the Site Review Committee or its authorized
representative before any permit is issued.
DS-09 Plan Submittal.
In addition to plans submitted to the City, the Design Engineer must also obtain approval for water and
sewer system extensions from the Water Quality Division of the Montana Department of Environmental
Quality. The Public Works Department will not authorize improvements to the water or sewer systems
without prior approval from the MDEQ.

SECTION III
CS-01 Contractor Requirements.
Contractors installing water, sanitary sewer, storm sewer and roadways or any other public
improvements shall be subject to the following requirements:
Statement of Ability and Experience. The Contractor shall submit a statement of work he has
completed of a similar nature within the past twenty-four (24) months. The statement shall include the
name, address and phone number of each reference. The Contractor shall include any other information
deemed appropriate by the Design Engineer or the City Engineer.
Insurance and Bondine. Insurance and bonding shall be in accordance with current City requirements.
Additional insurance and bonding may be required for special circumstances as directed by the City
Engineer.
CS-02 Contract Award.
For all projects, the Design Engineer shall provide the City with the Contractor's Statement of Ability
and Experience and evidence of insurance and bonding.
Pre -Construction Meeting. The Design Engineer shall conduct a preconstruction meeting. The
Contractor and his project superintendent shall attend. Representatives of affected Utility Companies
and the City Engineer or Engineer's representative shall be present.
Construction Schedule. Prior to construction, the Contractor shall provide the Design Engineer with a
proposed construction progress schedule. The schedule shall show the proposed dates of
commencement and completion of each of the various divisions of the project. The Design Engineer
shall forward a copy of the construction schedule to the City Engineer.
Shop Drawing Submittal. The Design Engineer shall provide the City with a copy of the approved shop
drawings no later than ten (10) days prior to installation.
CS-03 Construction Standards.
All water, sanitary sewer, storm drainage, and roadway systems, or any other construction of
infrastructure within the public right-of-way or easement, shall be constructed, inspected, and tested in
accordance with the current edition of The Montana Public Works Standard Specifications and the
following policies.
Underground Utilities. All underground electrical, gas, phone, and TV cable lines must be installed at
least three (3) feet from water, sanitary sewer and storm sewer mains and services.
Construction Inspection. The Design Engineer shall provide construction inspection as required.
Inspection shall be in accordance with the current edition of The Montana Public Works Standard
Specifications and this document. The following inspection procedures will apply to all utility and
roadway construction projects.
All water main valves and fittings, fire hydrants, sewer manholes, wet wells and sewer/water
main crossings shall be inspected and approved by the Public Works Department 12rior to
backfill ng.
2. A Public Works Representative shall be present for all disinfection and testing procedures.
3. The Design Engineer shall provide the City Engineer with photocopies of daily inspection
reports, including Proctors and compaction test results for all projects. These reports shall be
submitted on a weekly basis.
Continuous Feed Method. The continuous feed method shall be used to disinfect all water
mains.
2. Chlorine Concentration. The initial concentration of chlorine for pipe disinfection shall be not
less than 25 parts per million (ppm) and not more than 250 ppm. One part per million is equal
to one milligram per liter. A Public Works representative shall verify this concentration during
the application process. All service lines and hydrant runs must be included in the disinfection
process.
3. Residual Chlorine. A minimum residual chlorine concentration of 10 ppm is required at the end
of the required 24 hr. disinfection period. A Public Works Representative shall verify this
concentration prior to flushing.
4. Clearing the Main of Heavily Chlorinated Water. After the applicable retention period,
heavily chlorinated water should not remain in prolonged contact with pipe. The heavily
chlorinated water shall be flushed from the main until measurements indicate that the chlorine
concentration is no higher than that generally prevailing in the system.
Disposing of Heavily Chlorinated Water. Heavily chlorinated water shall not be disposed of in
sanitary sewers or storm drains. The Contractor shall dispose of all heavily chlorinated water in
an environmentally safe manner. If there is any question that the heavily chlorinated water will
cause damage to the environment, a reducing agent shall be applied to neutralize the chlorine.
6. BacteriologicalTesting. Unless otherwise approved by the City Engineer, samples for
bacteriological testing will be taken not less than five (5) days after the chlorine concentration in
the water main has been reduced to normal operating levels.
Samples shall be taken by the Contractor or Design Engineer's representative from a minimum of
two (2) separate locations to be determined by the City's Inspector.

Wherever possible, service lines shall be stubbed to the surface for the purpose of flushing and
obtaining samples.
If the original set of water samples cannot be certified by an approved laboratory as suitable for
drinking, the Contractor may submit a second set. If a sample from the second set proves to be
contaminated, the water main must be re -chlorinated. Whenever the main is flushed prior to
sampling, a waiting period of not less than five (5) days will be observed before samples are
taken. The lab will bill the Contractor for all tests.
Television Inspection. The City of Kalispell reserves the right to inspect all underground utility systems
by the use of a television camera prior to final acceptance. The City will perform the initial inspection at
no cost to the contractor. Any deficiencies shall be corrected at the Contractor's expense. The cost of
any sewer line cleaning or additional television inspection shall be billed to the Contractor.
Temporary Erosion & Sedimentation Control. No runoff containing sediment shall be permitted to flow
off of any construction site. Sediment shall not be discharged into storm drainage systems, waterways
or wetlands. For all developments, the Design Engineer shall indicate on the plans the type and location
of the temporary erosion and sedimentation control barriers to be used. The Contractor shall provide
and maintain the required sediment control barriers. The control barriers shall not be removed until all
roadways have been paved and a permanent and stable vegetation cover has been established.
Vehicle Tracking; Control. Unless otherwise approved by the City Engineer, all construction
approaches onto public paved roadways shall have a vehicle tire cleaning area consisting of four inch or
larger screened rock. The rock approaches shall be a minimum of fifty (50) feet in length and twenty-
five (25) feet in width. If such an approach becomes ineffective, additional rock will be required to the
satisfaction of the City Engineer. All vehicles entering and exiting the site shall do so on tracking
control approaches, as illustrated in Standard Drawing SD-8.
CS-04 Record Drawings and Project Accepta_ncc.
Upon project completion and before final acceptance, the Design Engineer shall certify and submit one
set of reproducible (Mylar) record drawings to the City. The City will not accept the project as
complete until record drawings have been approved by the City Engineer. The one year guarantee
period will begin on the date of written acceptance by the City Engineer.
CS-05 One Year Guarantee Inspection.
The Design Engineer shall conduct a one year guarantee inspection, to be attended by a representative
from the Public Works Department. The maintenance bond will be released when systems are certified
and accepted by the City Engineer as meeting construction standards.
The Design Engineer shall notify the Contractor of any work found to be defective. The necessity of
renewing the bond and extending the guarantee period will be determined by the City Engineer.

1. Handicapped ramps shall comply with the Americians with
Disabilities Act\Accessibility guidelines for buildings and
facilities.
2. The least possible slope shall be used for handicapped
ramps and adjacent sloped areas. The maximum slope
shall be 1:12.
3. The cross slope shall be no greater than 1:50 (2 percent).
4. Curb ramps shall be 36 inches wide minimum, exclusive of
flared sides.
5. A landing area the width of the ramp and at least 36 inches
in length shall be provided at the top of the ramp.
