10-28-19 City Council Work Session MinutesKALISPELL CITY COUNCIL WORK SESSION MINUTES OCTOBER 28, 2019 View the minutes attached to the audio of the meeting at: http://kalispell.com/480/Meeting-Videos A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 PM ON MONDAY, OCTOBER 28, 2019, IN THE COUNCIL CHAMBERS AT CITY HALL IN KALISPELL, MONTANA. COUNCIL PRESIDENT CHAD GRAHAM PRESIDED. COUNCIL MEMBERS SANDY CARLSON, KARI GABRIEL, PHIL GUIFFRIDA, TIM KLUESNER, ROD KUNTZ, WAYNE SAVERUD AND KYLE WATERMAN WERE PRESENT. MAYOR MARK JOHNSON WAS ABSENT. Also present: City Manager Doug Russell, Public Works Director Susie Turner, City Engineer Keith Haskins, Planning Director Tom Jentz, Senior Planner Jarod Nygren, and various Montana Department of Transportation staff members. President Graham called the work session to order. DISCUSSION ITEMS 1. Intersection Improvement Project for Conrad Drive/Second Street East and Woodland Avenue Russell gave a brief overview of the project's history and turned the presentation over to Turner for more detail. Turner presented a history of the intersection and explained how the state determined this intersection was appropriate for safety upgrades. She introduced Andrew Bailey from the engineering firm of Kittleson & Associates and Project Engineer Jacquelyn Smith from MDT. Bailey and Smith described the project's schedule and objectives, presenting detailed accident statistics and rationales for the improvements. Turner spoke regarding right-of-way and pedestrian safety. Staff and guests answered questions and there was discussion. Smith remarked that MDT is doing a feasibility study and looking at survey data, public comment, and layout at this point in the process. Council thanked Bailey and Smith for the presentation. Public Comment Tom Rygg, PO Box 429, Kalispell, asked council to consider putting a barricade at the north intersection and block off the remaining two blocks on Woodland Avenue instead of building a modified roundabout. Kalispell City Council Work Session Minutes October 28, 2019 Page 1 CITY MANAGER/MAYOR/COUNCIL REPORTS Russell remarked that he attended a 911 Funding Committee meeting earlier today; that next week's council meeting is scheduled to include a bond resolution for the 4th Street Water Project and may incorporate refunding the 2004 Bonds; there is interest from Fish & Game in improvements at the pond in Woodland Park; and reminded council that there will be no work session held the week of November 11.
