A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 PM ON
MONDAY, SEPTEMBER 23, 2019, IN THE COUNCIL CHAMBERS AT CITY HALL IN
KALISPELL, MONTANA. COUNCIL PRESIDENT CHAD GRAHAM PRESIDED.
COUNCIL MEMBERS SANDY CARLSON, KARI GABRIEL, PHIL GUIFFRIDA, TIM
KLUESNER, ROD KUNTZ, WAYNE SAVERUD AND KYLE WATERMAN WERE
PRESENT. MAYOR MARK JOHNSON WAS ABSENT.
Also present: City Manager Doug Russell, City Attorney Charlie Harball, Public Works Director
Susie Turner, Environmental Specialist Casey Lewis and City Engineer Keith Haskins.
President Graham called the work session to order.
DISCUSSION ITEMS
1. Stormwater Management Program Requirements
Russell introduced the topic and turned the presentation over to Turner and Lewis.
Lewis gave a brief overview of the stormwater management program and described the compliance
requirements the city has already undertaken.
Lewis, Turner and Harball answered questions.
There was discussion and Haskins answered additional questions.
Lewis introduced the proposed ordinance.
There was discussion and staff answered questions.
Turner detailed the path of the ordinance going forward, noting a public hearing will be held before it
comes before council for approval.
There was further discussion.

CITY MANAGER/MAYOR/COUNCIL REPORTS
Russell thanked the Public Works Department for the time and effort that has gone into the
stormwater regulations and noted that the CityWorks program has been beneficial in that regard and
in making things easier for the public.
Russell also noted there will be no work session held on September 30 and that the Montana League
of Cities and Towns conference is next week.
