Resolution 4128 - Resolution of Intent - Master Plan Amendment - Transportation Plan730 RESOLUTION NO. 4128 A RESOLUTION OF INTENTION TO ADOPT, REVISE OR REJECT A KALISPELL TRANSPORTATION PLAN AMENDMENT AND BYPASS FEASIBILITY STUDY TO THE KALISPELL CITY -COUNTY MASTER PLAN. WHEREAS, on April 7, 1986, the City Council adopted the Kalispell City -County Master Plan by Resolution No. 3641, and WHEREAS, the City Council of the City of Kalispell desires to update the transportation element of the Master Plan, and WHEREAS, the transportation firm of CRSS was contracted to undertake a thorough analysis of transportation issues within the greater Kalispell area, and WHEREAS, multiple public meetings on all phases of the study have been held over the past year, and WHEREAS, CRSS has prepared a draft transportation plan based on this study and the findings of the study area are as follows: Residential development continues to grow in outlying areas with an increasing distance between locations of residences and the locations of jobs and commerce, resulting in increasing travel time and distance. Overall traffic volumes in Kalispell have grown considerable over the last 10 years and are forecast to continue to increase over the next 20 years. Idaho Street and Main Street traffic volumes exceed 21,000 vehicles per day, resulting in congested traffic conditions through the day. Main Street/Idaho Street intersection traffic exceeds its capacity during summer tourist traffic flows and throughout the year. However, total traffic at the intersection has increased little over the last 10 years. Traffic continues to increase on adjacent parallel streets as traffic diverts to avoid the Main/Idaho intersection. Up to 12 percent of traffic on US 93 passes through Kalispell without making a stop; the majority of traffic on the highway makes at least one stop in Kalispell. 1 1 RESOLUTION NO. 4128 Page 1 of 3 F1 731 1 1 Truck traffic and large recreational vehicles account for as much as 14 percent of total traffic on US 93 north of Reserve, while accounting for only five (5) percent of total traffic on US 93 west of W. Springcreek Road. Traffic and pedestrian safety are issues especially in outlying areas where narrow rural designed roadways exist with no provision for pedestrians or bicyclists. WHEREAS, the Kalispell City -County Planning Board and Zoning Commission, on August 10th, 1993, after .due and proper notice, received public comment upon, and received and evaluated the proposed revisions to the transportation element of the Kalispell City -County Master Plan, and WHEREAS, at the conclusion of said public hearing and after consideration of the proposed revisions, the Kalispell City -County Planning Board by resolution, pursuant to Section 76-1-603, MCA, recommended to the City Council of the City of Kalispell and to the Flathead Board of County Commissioners that the Kalispell City -County Master Plan be amended through the adoption of amended revisions to the transportation element of the Master Plan, and WHEREAS, the City Council of the City of Kalispell considers it advisable that they consider the recommendation of the Kalispell City -County Planning Board and adopt a Resolution to Adopt, Revise, or Reject a Kalispell Area Transportation Plan and Bypass Feasibility Study Amendment to the Kalispell City -County Master Plan. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL, AS FOLLOWS: SECTION I. That pursuant to Section 76-1-604, MCA, the City Council of the City of Kalispell intends to consider revisions to the transportation element of the Kalispell City -County Master Plan by adopting, revising, or rejecting the "Draft" Kalispell Area Transportation Plan and the "Draft" Kalispell Bypass Feasibility Study as prepared by CRSS Civil Engineers, Inc. SECTION II. That. the City Council of the City of Kalispell shall consider whether to pass a final resolution revising the Kalispell City -County Master Plan as set forth herein at.a meeting . RESOLUTION NO. 4128 Page 2 of 3 132 to be held on the 20th day of September, 1993, at 7:00 P.M., at Council Chambers, City Hall, Kalispell, Montana, and at the conclusion of said meeting the City Council will consider a Resolution to revise, reject or adopt the proposed revisions.
