08-26-19 City Council Work Session MinutesKALISPELL CITY COUNCIL WORK SESSION MINUTES AUGUST 26, 2019 View the minutes attached to the audio of the meeting at: http://kalispell.com/480/Meeting-Videos A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 PM ON MONDAY, AUGUST 26, 2019, IN THE COUNCIL CHAMBERS AT CITY HALL IN KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL GUIFFRIDA, TIM KLUESNER, ROD KUNTZ, WAYNE SAVERUD AND KYLE WATERMAN WERE PRESENT. Also present: City Manager Doug Russell, City Attorney Charlie Harball, and Police Chief Doug Overman. Mayor Johnson called the work session to order. DISCUSSION ITEMS 1. City -County Health Department Budget Discussion Russell began the discussion by noting this budget resolution was tabled last week in order to hold this work session and that representatives from the health department are in attendance. He noted there would be no additional levy on the city taxpayers and the city is being asked to approve the county -wide levy. Russell referenced the 1978 city -county interlocal agreement and noted that it stated that costs would be paid for under the county -wide levy. Hillary Hanson, Flathead County Public Health Officer, and Amy Dexter, Flathead County Finance Director, responded to questions. There was discussion. Public Comment None. 2. Updating Portions of City Regulations regarding Parking Vehicles on Sidewalks, Lodging in Motor Vehicles in the Public Right -of -Way, and the Disposal of Unclaimed Personal Property Russell asked Harball to describe the first issue, people parking across sidewalks and blocking access. Kalispell City Council Work Session Minutes August 26, 2019 Page 1 Harball noted the parking commission and planning department have gotten complaints from people who had to move off the sidewalk and into the street in order to go around vehicles that were blocking the sidewalk. Harball noted the city can address this by updating the ordinance that prohibits blocking alleys and driveways; it will be a civil infraction which will be enforced by the police department. Harball answered questions. Harball next described the issue of people living in motor vehicles on the public right of way. He noted the city has received complaints from residents regarding people living in vehicles parked on the street. He said this is a zoning issue at this point, but enforcement is difficult and having it be a civil infraction would make enforcement easier, noting there would be escalating fines but no jail time involved. Harball answered questions and there was discussion. Harball then discussed the disposition of unclaimed personal property in the police department, noting this is not evidence, but simply lost and found property for which storage is getting burdensome. He said this would create a process for KPD to dispose of this property. Harball answered questions and there was further discussion. Public Comment None. CITY MANAGER/MAYOR/COUNCIL REPORTS Russell reminded council that the council meeting will be on Tuesday next week and that the EMS Subcommittee meeting will be tomorrow at 6:00 pm and not at 6:30 pm. Councilors Waterman and Carlson stated they will not be at next week's meeting but both support the health department budget.
