08-12-19 City Council Work Session MinutesKALISPELL CITY COUNCIL WORK SESSION MINUTES AUGUST 12, 2019 View the minutes attached to the audio of the meeting at: htt://p kalispell.com/480/Meeting-Videos A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 PM ON MONDAY, AUGUST 12, 2019, IN THE COUNCIL CHAMBERS AT CITY HALL IN KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL GUIFFRIDA, TIM KLUESNER, ROD KUNTZ, WAYNE SAVERUD AND KYLE WATERMAN WERE PRESENT. Also present: City Manager Doug Russell, Public Works Director Susie Turner, City Engineer Keith Haskins, Planning Director Tom Jentz, Community Development Assistant Director Katharine King, and Senior Planner Jarod Nygren. Mayor Johnson called the work session to order. DISCUSSION ITEMS 1. Water and Sewer Rate Discussion Russell introduced the topic of establishing the rate policy and turned the discussion over to Turner. Turner remarked this is the beginning of an update of the sewer and water rates and of impact fees, noting they would like to receive feedback from council for certain aspects of the rates. Turner introduced HDR consultants Sean Korne and Judy Dean, noting they have years of experience and knowledge in the field and that they will be supporting the city through the rate study process. Turner gave a brief history of the rate study, remarking it has been eight (8) years since the most recent sewer and water rate study, and then turned the discussion over to Korne. Korne began the discussion, noting the study has three portions: the revenue requirement, the cost of services, and the rate structure. Korne answered questions and there was discussion. Russell remarked that there is still a lot of activity going on in addition to assorted rate studies. Turner noted the upcoming schedule to finalize the rate study and referenced a new Nutrium Level Mandate that will be coming before council in the near future. Follow -Up to Core Area Trail Design Russell reminded council about the recent work session on the Core Area Trail Design and noted this meeting will answer questions asked previously and discuss various components of the plan. Haskins, Nygren and King answered questions regarding the trail at Meridian and the RV parking on Market Place. There was discussion. Public Comment None. CITY MANAGER/MAYOR/COUNCIL REPORTS Russell remarked that the budget resolutions will be on next week's agenda and updated some of the budget positions. Guiffrida noted that parking concerns around Legend's Field have been voiced by residents; he would like to see a Schedule of Events posted on the school's website regarding the field so people can plan ahead.
