MANAGER
Parks staff installed irrigation improvements at Thompson Memorial Park as well as
Heritage Park to provide better coverage to the turf.
Park staff anticipate having the 5-12-year-old playground installation completed at
Woodland Park by Friday, August 30. Once completed, a sidewalk will be installed
around the playground, wood fiber set in place, and adjacent landscaping installed.
Wear spots on both soccer fields and football fields at KYAC were recently reseeded.
KYAC staff are focused on rehabbing baseball pods by leveling the skinned areas, re -
contouring pitching mounds and edging where the outfield and skinned areas meet.
We closed the pool this summer with our annual Paws Splash
Bash event. We had a great turnout and raised $840 dollars in
entry fees and donations this year. All proceeds from this
event go towards improvements to the Begg Park Dog Park.
We finished our last specialty camp of the summer with our
annual Zombie Camp. Our participants learned how to survive
in the outdoors by building shelters, learning archery, fire
building, knot tying as well as many other vital survival skills; all in effort to defend
themselves in a final zombie apocalypse on the last day of camp. Participation in this
program increased 16% this year from last year.
Registration closed for our fall football and soccer programs on Friday, August 23. We
have seen participation increases in both programs this year with 180 participants in our
Fall into Soccer program (compared to 128 participants last fall). The Runnin' Rascals
flag football program (ages 4-6) has 54 participants (compared to 47 last fall).
2. Fire Department
Since the last update, the Kalispell Fire Department has received 181 calls for service.
Fire Department staff have been working directly with Physio Control, the manufacturer
for the Lifepak 15 heart monitors that we use. Due to technology upgrades, we are
required to update the modems used with these heart monitors in order to continue
transmitting vital patient information such as blood pressures, heart rates, and 12 lead
heart rhythms. This is especially critical in complex cardiac cases that require immediate
heart catheter procedures. In almost real-time, paramedics on scene with the patient can
recognize, transmit rhythms, and provide proper treatment in preparation for catheter
procedures while transporting. At the same time, the Cath lab personnel can be prepping
for the procedure upon the patient's arrival at the emergency room. By utilizing this
technology, we can shave minutes of the time it takes to prep and provide interventions
which in turn assist us in stopping irreversible heart damage.
3. Police Department
The Kalispell Police Department, led by Campus Resource Officer Cory Clarke, continues
to conduct on —going Run, Lock, Fight trainings throughout School District 5. The most
recent training was conducted at Elrod Elementary on August 26.
Officer Turner and Officer Williams attended Leadership and Management training in
Helena, August 19-23. It is specifically designed to assist the new supervisor to
understand the application of today's leadership literature to the world in which they
work. Attendees are introduced to the elements of leadership, the differences between
leadership and management, and how to develop themselves within their own supervisory
role.
Officer Fusaro attended the school safety summit in Butte, August 19-21.
Officers Pokorny, Gray, Struble, and Sweigart attended the Montana Highway Patrols'
advanced DUI detection course conducted in Kalispell August 27 and 28.
Detective Webster and Patrol Administrative Assistant Jerie Betschart attended Montana
Sexual and Violent Offender Registry training in Missoula August 28 and 29.
4. Public Works
WWTP Annual Clarifier Maintenance
WWTP Operators have completed the annual maintenance of the North and South Final
Clarifiers. Normal routine maintenance includes replacing the seals on the motors,
servicing all oil chambers, tightening of the nuts and bolts, and cleaning the tanks and
weirs. In addition to the routine maintenance, this year the operators replaced the worn
rubber scrapers on the suction arms. Replacement of the rubber scrapers prevents sludge
from being stored at the bottom of the tank, which can release phosphorus and affect our

water quality treatment.

Engineering Division
The Engineering Division is responsible for the design and construction oversite of
infrastructure capital projects each year. Current projects managed by the Engineering
staff include:

(750 ft), 1st Alley East and West from 7th to 9th St (1,500 ft),6th Alley

■ Prioritized traffic control reviews including speed limits, school zones,
parking, intersection stop controls, bus stops

■ Ongoing sidewalk replacement projects throughout Kalispell
5. Building Department
In the last 2 weeks, we have issued permits for 6 single-family homes and 7 townhomes.
This brings the total of new single-family/duplex and townhouse units for the year to 91,
compared to 72 last year at this time. Multi -family housing units remains at 32 units for
the year. Last year, at this time, we had issued permits for 66 apartment units.
The permit was issued for the new Jimmy Johns restaurant located at 2292 Hwy 93 N; the
project is valued at $221,000 and consists of tenant improvements inside a new 2-store
building that will include a Spectrum store immediately south of Costco.
6. Planning Department
The Kalispell Planning Board will meet on Tuesday, September 10 and hear a request
from Mat Vander Ark to annex a 2.4-acre parcel into the city with initial zoning of R-3
(Residential). The property is located at 155 Three Mile Drive and has a single-family
residence and accessory structure. The Board will also continue a work session on the
city-wide bike and pedestrian plan. Staff from both Planning and Community
Development attended Picnic in the Park and the past 2 Thursday fests to promote and
receive input on the 30% Kalispell Trail design and the Kalispell Bike and Pedestrian
Trail Plan.
7. Community Development
Phase I environmental site assessments (ESAs) are currently underway at each of the
three CHS sites in the Core Area of Kalispell and are expected to be complete by mid -
September. This work is being done in preparation for transfer in ownership from CHS
to Flathead County Economic Development Authority this fall as part of the US DOT
TIGER grant project. The ESAs are funded by the City's EPA Brownfields Assessment
grant.
Staff met with the URA and continued the process of updating and refining TIF policies
for the Downtown and Core Area.
8. Information Services
GIS has now moved to the IT department and a new GIS specialist position is posted and
will be hired to primarily support Public Works.
IT staff are working with an audio/video consulting firm to trouble shoot the courtroom
video sourcing issue. The commercial equipment is complicated and has failed over time
with similar issues over the last few years. Video conferencing from the jury room TV
cart allows the Judge to continue using an interim solution.
IT staff are trying to fix attachments in Cityworks not opening and service requests not
printing. IT staff have verified issues are with the new Cityworks server after the server
move. The attachments are on the new server. IT staff will update the database
attachment path since the path didn't automatically update after changing the settings in
the Cityworks application.
The recording switch for booking area in police records will be serviced the week of
Labor day. The recording switch in the alley currently works. The old analog cameras
could support two switches by cutting power to the cameras when one of the two switches
fl
stopped the recording. The new cameras do not have this ability. The camera recording
contractor has a solution they tested offsite and will be setting up at the KPD.
