A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 PM ON
MONDAY, JULY 8, 2019, IN THE COUNCIL CHAMBERS AT CITY HALL IN
KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS
SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL GUIFFRIDA, TIM
KLUESNER, ROD KUNTZ, WAYNE SAVERUD AND KYLE WATERMAN WERE
PRESENT.
Also present: City Manager Doug Russell, Public Works Director Susie Turner and City Engineer
Keith Haskins.
Mayor Johnson called the work session to order.
DISCUSSION ITEMS
1. 2019 Wastewater Facility Plan Update Review
Russell introduced the topic, noting this is the third facility plan update to be discussed, and turned
the discussion over to Turner.
Turner reviewed each section of the Wastewater Facility Plan Update, remarking that it mirrors the
process that was used for the Water System Plan Update.
Turner explained the Levels of Risk Assessment categories, noting there is only one "catastrophic"
pipe segment area that needs to be replaced quickly which is in 2nd Alley West behind Sykes.
Turner remarked there are multiple projects in the short term planning period and that the
recommended capital projects include building and rehabbing lift stations and replacing the pipes in
Second Alley West.
Turner commented regarding various lawsuits pending between the EPA and the State and answered
questions.

CITY MANAGER/MAYOR/COUNCIL REPORTS
Russell brought council up to date on a meeting with Fish, Wildlife and Parks regarding the pond at
Woodland Park; suggested cancelling the July 15 meeting due to there being no Action Items; and
noted upcoming Work Session agenda topics.
Mayor Johnson remarked the 911 meeting will be at 1:15 pm on Wednesday afternoon.
