Resolution 4028 - Supporting Energy Efficient Housing256 RESOLUTION NO. 4028 A RESOLUTION SUPPORTING ENERGY EFFICIENT HOUSING WITHIN THE CITY OF KALISPELL AND WITHIN THE BUILDING JURISDICTIONAL AREA. WHEREAS, wise use of energy is of paramount importance to society'and the nation; and WHEREAS, efficient use of energy is becoming increasingly important to the economy of the Pacific Northwest region, Montana and the citizens of the City of Kalispell because of higher costs for new resources; and WHEREAS, energy efficient construction of new houses, as promoted by Flathead Electric Cooperative, Montana Power Company, and Pacific Power and Light, has further benefits for the consumer and City of Kalispell, including reduced export of local dollars for energy, reduced impacts of new housing on airshed problems, increased comfort level for occupants, and specific ventilation requirements for improved indoor air quality; and WHEREAS, Montana Power and Pacific Power and Light provide service to new site -built, new manufactured housing starts, and existing housing stock within the City of Kalispell; and WHEREAS, new site -built houses and existing housing stock do not meet the efficiency levels promoted by Montana Power and Pacific Power and Light; and WHEREAS, a significant portion of new housing sold in the building jurisdiction of the City of Kalispell is imported manufactured housing, much of it substandard to the thermal requirements promoted by the utilities which are more appropriate for Montana's colder winter climate; and WHEREAS, the savings to the region, the customer and the home buyer of energy -sufficient site -built and factory -built housing is substantial; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS: SECTION I. That the City supports the efforts of Flathead Electric Cooperative, Montana Power Company, and Pacific Power and Light to promote energy efficient housing. SECTION II. That the City encourages the owners of existing housing stock within the Kalispell building jurisdiction to utilize existing utility programs providing for energy and safety audits. 1 a 257 SECTION III. That the City for endorsement of Flathead Pacific Power's marketing through utility contacts participating dealerships an allows the use of its name Electric, Montana Power and of energy efficient homes with potential buyers, d the general public.
