A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 PM ON
MONDAY, JUNE 24, 2019, IN THE COUNCIL CHAMBERS AT CITY HALL IN
KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS
SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL GUIFFRIDA, TIM
KLUESNER, ROD KUNTZ, WAYNE SAVERUD AND KYLE WATERMAN WERE
PRESENT.
Also present: City Manager Doug Russell, Planning Director Tom Jentz, Community Development
Assistant Director Katharine King, and Senior Planner Jarod Nygren.
Mayor Johnson called the work session to order.
DISCUSSION ITEMS
1. Downtown Kalispell and Amended West Side Tax Increment Finance Policies,
Procedures, and Programs
Russell began the discussion by summarizing the history of the Downtown Kalispell and West Side
TIF Districts and turned the discussion over to Nygren.
Nygren detailed some of the changes proposed to the finance policies by the Urban Renewal Agency
and gave examples of how other jurisdictions handle them using public/private investment programs.
There was discussion and Nygren and Russell answered questions.
There was further discussion.
Nygren clarified that the impact fees would not be waived.
Russell remarked that what he heard from council was to move forward with these policies and
amend the West Side TIF policies as well.
2. South Kalispell Tax Increment Financing District Traffic Proiect Update
Russell updated the 18th Street and Airport Road traffic project and discussed the proposed cost
estimates for sidewalks and property appraisals that have been completed.
There was discussion regarding the appraised values of the parcel ($30,000) and the full property
($93,000) and a counter-offer made that was for more than the property appraisals.

Council consensus was to reject the counter-offer, reoffer the appraised price for either the parcel or
the full lot and, if refused, move forward with the 16th Street option instead.
