04-09-09 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, April 9, 2009 Lower Level Main Conference Room 201 First Avenue East ATTENDING: Frank Castles, Deputy Public Works Director Sean Conrad, Senior Planner, Chairman Roger Krauss, Police Dept. Michelle Anderson, Recording Secretary Guests: James Freyholtz, MDT, Jim Atkinson, Eagle Transit. Hear the Public: No one wished to speak. Performance Bond Reminders: None. OLD BUSINESS: Roadside Assistance - 540 West Idaho: Conrad noted the committee talked about the roadside assistance business last week and no new information has been submitted. Conrad briefly reviewed the discussions of last week's meeting. This item will be discussed again at next week's meeting. NEW BUSINESS: No new commercial building permits have been received. PLANNING OFFICE ITEMS: Conrad reported the city received an application for a conditional use permit for a 23-unit senior apartment building on Grandview Drive and Indian Trail, just south of Juniper Bend. Conrad said he will send out all of the materials to the committee to discuss next week. They have contacted Paul Burnham with Public Works who indicated road improvements along Grandview Drive will need to be completed, and a bike/pedestrian path through the site may be required. Access will be onto Grandview Drive. There was discussion of extending Indian Trail through this property and although the developer would probably object to the connection James Freyholtz noted the extension may be a part of the updated Transportation Plan. Conrad said he would review the Transportation Plan before the meeting next week. Conrad stated planning staff is working on an update to the Kalispell Zoning Ordinance and the planning board has been discussing the changes during work sessions. In an outreach effort the work session schedule and other information relating to the update was mailed to local contractors, surveyors, engineers and other interest parties. OTHER REPORTS: Jim Atkinson said he is involved in the project to move several human service agencies including the Agency on Aging, the Food Bank, CASA, Violence Free Crisis Line, Montana Conservation Corp, RSVP, and United Way to the Gateway West Mall. They also intend to open the food court in the building. There was additional discussion regarding impact fees, parking, and interior remodeling. Roger Krauss asked if the offices will be alarmed Atkinson said he wasn't sure but would find out. Krauss also requested the Police Department be provided with a list of contact people for the building should there be any problems. Atkinson added Terry Kramer will be the general contractor for the project. MDT does not have any issues with the site. The meeting was adjourned at 10:30 a.m.
