A BUDGET WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 6:00
PM ON MONDAY, MAY 13, 2019, IN THE COUNCIL CHAMBERS AT CITY HALL IN
KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS
SANDY CARLSON, KAKI GABRIEL, CHAD GRAHAM, PHIL GUIFFRIDA, TIM
KLUESNER, ROD KUNTZ, WAYNE SAVERUD AND KYLE WATERMAN WERE
PRESENT.
Also present: City Manager Doug Russell, Finance Director Rick Wills, City Accountant Aimee
Cooke, Planning Director Tom Jentz, Police Chief Doug Overman, Fire Chief Dave Dedman, Parks
Director Chad Fincher, and various additional staff members.
Mayor Johnson called the work session to order.
DISCUSSION ITEMS
1. Fiscal Year 2020 Budget Review — Part 1- General Fund Overview, Police Department,
Fire/EMS Department, Building/Planning Department, Community and Economic
Development Department, Parks Department, and Information Technology
Department
Russell summarized his Transmittal Letter regarding the budget and explained the city's anticipated
needs.
Russell then presented highlights of the various Departmental budgets, beginning with the General
Fund.
There was discussion regarding the Washington, D.C. lobbying trips and how effective they have
been.
Russell and various staff members answered questions.
Russell then went over the police department budget and Overman answered questions.
Russell detailed the fire department and emergency medical services budgets.
Dedman answered questions.
There was a long discussion regarding privatization of the ambulance service.
Russell discussed the various public safety grants.
Russell then discussed the planning and zoning department's budget.

Jentz answered questions.
Russell described the building department budget.
Jentz described the idea of using the mezzanine as additional office space and a meeting room in the
future.
Russell then detailed community development's budget.
Various community development special revenue funds were then discussed.
Thompson brought council up to date on the TIGER Grant.
Various grants and TIF Districts were discussed and Jentz answered questions.
Russell then presented the various park budgets and Fincher answered questions.
There was further discussion and Russell answered various additional questions.
Finally, Russell presented the Information Technology budget, including the budget for a new VOIP
phone system.
Council requested that the component units (BID, TBID and the City/County Health Department)
come before council to give committee reports during a future meeting.

Mayor Johnson called the second budget work session to order.
Fiscal Year 2020 Budget Review - Part 2 — Public Works
Russell began the budget review by discussing the Special Revenue Funds and Enterprise Funds and
Turner answered questions.
Turner then described public works' upcoming projects and grants and answered questions.
Turner, Loudermilk and Wills answered additional questions.
There was discussion.
