Performance Bond Reminders: None. OLD BUSINESS: Paul Burnham, Assistant City Engineer Frank Castles, Deputy Public Works Director Jeff Clawson, Building Official P.J. Sorensen, Chairman WalMart: Status quo — need to hear back on traffic study NEW BUSINESS: 911 Building: Resolved most stormwater issues. Chad is waiting for landscape questions to be answered. Revised grading plans around well head are needed. They have submitted a request for a PUD amendment related to both building setbacks and communication towers. Specifically, in the commercial and professional pods, the setbacks would be reduced from 20 ft on all sides to the setbacks provided for in the underlying zones (20 front, 5 side, 10 rear, and 15 side corner in the commercial; 15/5/10/15 in the professional). The second amendment would allow a 100 ft tall emergency communication tower for emergency operation centers. Site Review determines if it is major or minor, with major amendments being forwarded to the council. Cell towers were a big concern when the PUD was adopted, and still are. While there are certainly good arguments for the need for the tower, the committee believes that it is a major amendment, and both the setbacks and tower requests will be forwarded. PLANNING OFFICE ITEMS: Welf Lane — if the area near Cemetery Rd is annexed, maintenance of Welf Lane will likely become an issue, with the county likely to try to shift ownership/maintenance responsibilities to the City. In a somewhat related matter, the proposed land swap on the 40 acre injection site along Cemetery Rd doesn't work as proposed, but there may be some other configurations to the east that would function. Maw — the access to the site is tricky, with a transformer in the middle of their driveway and driveways on either side effectively creating a 40 to 50 ft wide shared driveway right on the curve of the road OTHER REPORTS: Habitat ReStore — relocating to 215 W Idaho. Not a change of use, so will not be in front of site review. Public Works met with them, and still think it would be a good idea to deal with sidewalk, alley storm drain, and access issues separately from site review. Selders — Public Works is putting together an easement and SID waiver for a project on 6th which did not go through subdivision. They will let P7 know when it is ready to sign. Conrad Dr/Woodland intersection — Public Works mentioned that bike path work at the intersection should be addressed Valley Bank — the downtown main bank is planning to do some work on the outside of the building Stimulus Funding — projects are moving forward The meeting was adjourned at 11:00 a.m.
