03-12-09 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, March 12, 2009 Lower Level Main Conference Room 201 First Avenue East ATTENDING: Charlie Johnson, Construction Manager Jeff Clawson, Building Official Frank Castles, Deputy Public Works Director Sean Conrad, Senior Planner Dan Diehl, Acting Fire Chief Michelle Anderson, Recording Secretary Paul Burnham, Assistant City Engineer Tom Jentz, Planning & Bldg Director Chad Fincher, Parks Superintendent Dwain Elkins, Plans Examiner P.J. Sorensen, Chairman Guests: James Freyholtz, MDT & Jim Atkinson, Eagle Transit. Hear the Public: Jim Atkinson, Eagle Transit reported that they will be receiving stimulus funding for a second bus barn on their property located off of Willow Glen Road, south of town. He requested the information on the city's Environmental Reviewer, which is Tom Jentz, and noted they are planning to apply for annexation to the city in order to be able to have a wash bay for the buses at the new barn. The committee indicated that the county would be required to pay impact fees for the connection of utilities, along with the annexation application fees. In addition, Public Works requested a site plan be submitted indicating current and proposed improvements to the site and also noted paving of the site will be required. Atkinson should contact Paul Burnham regarding the amount of the impact fees. Performance Bond Reminders: Sorensen indicated the C of O sign offs for the Sizzler restaurant are being completed and asked if the landscaping has been completed. Fincher said the landscaping has not been completed but there is a bond in place. Johnson said there is nothing on site for Public Works to sign off on. OLD BUSINESS: WalMart: Sorensen received an email that indicates that the entrance road into the WalMart parking lot has been adjusted, as requested by the City of Kalispell and asked if that change addresses everything that Public Works wanted to see. Burnham said that does address the concerns of Public Works but he added, there are some issues that still need to be resolved between WalMart and MDT including the future widening of Hutton Ranch Road. Sorensen suggested approving the site plan and adding as a condition that they need to address those issues. The committee agreed to approve the site plan. Diehl stated he just received an email from the WalMart's design firm that indicated a 2900 square foot tire storage area. In the initial discussions with WalMart they indicated that they would not be selling or storing tires. Diehl noted this change would increase the fire flow and sprinkler requirements and Diehl agreed to follow up on this issue. E911 Building: Sorensen noted that PUD amendments for this site are scheduled for March 23rd with City Council and asked if Public Works has seen anything on the re -grading of the well heads. Johnson said they have not received the information on the re -grading of the well heads and Fincher noted the landscape plans still have not been submitted. The committee agreed this project should stay on the Site Review agenda until these issues are addressed. NEW BUSINESS: None. PLANNING OFFICE ITEMS: Three Mile Views — 4-plex Access: Conrad indicated there is a proposal from Steve Maw to construct a 4-plex on one of the larger lots (Lot 9) within the Three Mile Views subdivision. Conrad said they would need to relocate a transformer and phone pad which requires a permit from Public Works. There was lengthy discussion regarding the access to this site and townhouse lot 8B. Finally Sorensen suggested that a joint access be constructed for both lots 9 & 8B and then the transformer would not need to be moved. Conrad will contact Mr. Maw and the owner of lot 8B, Chuck Birgensmith and ask them to come in with a plan for the shared access and include the moving of any utilities, if necessary. OTHER REPORTS: Annexation — Cemetery Road: Conrad said the property is located on the north side of Cemetery Road and they are proposing B-2 zoning. Johnson said the only issue that Public Works has is the annexation of the roads within that area. A portion of Cemetery Road is already annexed into the city with the Siderius project and now Welf Lane would be an issue. Conrad said there are existing structures but no hydrants and the closest hydrant would be a Town Pump. Diehl reported on the recent fire in the basement of the Town Pump on Cemetery Road and Highway 93 South. He indicated the fire started in a dryer and that they have major concerns with the basement because there is no outside access. Diehl said they were fortunate to be able to control the fire this time. Silverbrook Estates, Phase 2: Conrad distributed copies of the amended preliminary plat for Silverbrook Estates Phase 2 that included the recommended changes to the townhouse area to include a park and bike/pedestrian paths. City Council will review this project March 23ra Cornerstone Church/Valley Bank PUD: Conrad briefly reviewed the City Council meeting regarding the Cornerstone Church/Valley Bank PUD and noted the council's concern with the right- in/right-out access onto Highway 93 North. Conrad visited the site with James Freyholtz from MDT and MDT has again approved this access and provided a in the form of a memo that will be presented to City Council March 23ra Atkinson asked for an update on the sewer issues on the north end of Kalispell and the agreement between DEQ and the City of Kalispell, which Burnham provided. Johnson asked if Fincher received the email regarding Treeline Road into Bloomstone and Fincher said yes. Johnson also noted that Spring Creek Subdivision has a letter of credit that will expire in June and all that is left for Public Works is to finalize the issues on the lift station. Johnson just wanted Public Works to know that the letter of credit will expire. The meeting was adjourned at 11:00 a.m.
