04-12-11AGENDA KALISPELL CITY PLANNING BOARD AND ZONING COMMISSION TUESDAY, APRIL 12, 2011 The regular meeting of the Kalispell City Planning Board and Zoning Commission will be held on Tuesday, April 12, 2011 beginning at 7:00 p.m. in the Kalispell City Council Chambers, Kalispell City Hall, 201 1" Avenue East, Kalispell, Montana. The Agenda for the meeting will be: A. Call to Order and Roll Call B. Approval of Minutes of January 11, 2011. C. Hear the Public — The public may comment on any matter on the agenda or not on the agenda, except the public hearing items listed immediately below. (Comments are typically held to 3 minutes or less.) D. Public Hearing: In addition, the Kalispell City Planning Board and Zoning Commission will hold a public hearing on the following agenda item. Following the hearing and board discussion, the board may make its recommendations to the Kalispell City Council for final action: 1. A request from Todd and Theresa Cardin to annex a 0.26 of an acre (11,325 square feet) lot and zone the land R-2 (Residential) upon annexation. The lot is located on the west side of South Woodland Drive at the intersection of South Woodland Drive and the southern lane of Quincy Loop. The property is currently undeveloped. The 0.26 of an acre site can be legally described as Lot 5 of Block 3, Green Acres Northwest, as shown on Certificate of Survey 18774 located in the SE 1/4 of Section 17, Township 28 North, Range 21 West. 2. A request by Doreen Hayek for a conditional use permit to operate a four -person adult care home within an existing single family residence. The house is located at 75 Buffalo Hill Drive and the property is zoned R-3 (Residential) which requires a conditional use permit for the proposed use within the district. The property can be legally described as Lot 3 and the S '/z of Lot 4 Golf Course Addition No. 2, located in Section 6, Township 28 North, Range 21 West. A request by Samaritan House, Inc. for a conditional use permit to allow the kitchen and cafeteria at the former US Army Reserve Center to serve meals to the residents of the Samaritan House homeless shelter. Breakfast, lunch and dinner will be served at the cafeteria with approximately 20 people served during breakfast and lunch and up to 40 people served during dinner. In addition to serving meals, the Samaritan House will also use portions of the Center for food, clothing and furniture pantries for residents of the Samaritan House. The former US Army Reserve Center is located at 1110 Second Street West at the northeast corner of the intersection of South Meridian Road and Second Street West. The property is approximately 2.4 acres in size and can be described as Assessor's Tract 5DAB located in section 18, Township 28 North, Range 21 West. E. Old Business F. New Business G.
