Planning Department The Kalispell Planning Board met on Tuesday, September 11 and held a public hearing on the Kalispell Urban Renewal Plan for the Downtown Area. The board did find that the plan complies with the Kalispell Growth Policy, which is their charge under state law, and forwarded the plan on to the Council for consideration. Planning staff will be attending the state planning conference in Whitefish; September 12-14. They will be making presentations on the Core Area Trail and Rail Park project as well as a session on our Downtown Plan. 2. Building Department In the last 2 weeks, we have issued permits for 6 single family houses and 4 townhomes. That will bring the total of new single family/duplex and townhouse units for the year to 75, compared to 81 last year at this time. The Tennant Improvement permit for the new MOD Pizza located @ 2244 Hwy 93 N and valued at $250,000 was issued. The permit for the CHS Grain Bins valued at $632,000 and the permit for the CHS Dry Fertilizer Storage building, valued at $1,751,600, were issued. Both projects are located in the new Glacier Rail Park. Also, the new Vision Clinic permit was issued. The project is located @ 580 N Meridian and is estimated at $1,707,168. 3. Public Works Westside Sewer Interceptor (WSI): As of August 31, there has been 15,003 linear feet of pipe installed (2.84 miles worth), in addition to the installation of 35 manholes. Figure 1: Schedule 1 Pipe Install • Schedule 1 includes installing approximately 8,000 linear feet of 30 inch PVC sewer main, replacing approximately 1,100 linear feet of 18 inch PVC sewer main, and replacing approximately 2,000 linear feet of 8 inch PVC water main. This schedule appears to be on schedule, with 48.5% of the work completed and 45% of the contract time utilized. • Schedule 2 includes installing approximately 6,750 linear feet of 30 inch PVC sewer main, approximately 4,000 linear feet of 27 inch PVC sewer main, approximately 400 linear feet of 30 inch PVC C900, sewer main, and approximately 100 linear feet of 48 inch steel casing via Bore and Jack installation. This schedule appears to be on schedule, with 43.8% of the work completed and 41 % of the contract time utilized. • Schedule 3 includes installing approximately 700 linear feet of 27 inch PVC sewer main, approximately 2,900 linear feet of dual 12 inch PVC sewer force main, and approximately 350 linear feet of 48 inch steel casing via Bore and Jack installations. Also included in this schedule is a new lift station and 4 lift station Figure 2: Schedule 3 Lift Station Base Pour abandonments. This schedule appears to be slightly behind schedule, with 41.2% of the work completed and 41.7% of the contract time utilized. • Schedule 4 includes installing approximately 4,000 linear feet of 27 inch PVC sewer main, approximately 8,200 linear feet of 24 inch PVC sewer main, and approximately 2,600 linear feet of 21 inch PVC sewer main. This schedule appears to be behind schedule, with 38.1% of the work completed and 41.7% of the contract time utilized. However, the contractor did not start until July, and is progressing sufficiently at this time to complete the project on schedule. • Schedule 5 includes installing approximately 4,550 linear feet of 10 inch PVC sewer force main and approximately 1,500 linear feet of 10 inch HDPE sewer force main via Horizontal Directional Drill installations. This schedule began construction on September 4, 2018, and is anticipated to be completed by December. A total of $5,172,579.91 worth of work has been completed on the Westside Interceptor Project out of the total bid cost of 12,963,743.39. There has been three (3) change orders, totaling a reduction in contract price of $126,206.60. 4. Parks Department Park field crews are installing exercise equipment that includes the following; a chest press, cardio walker, and push up bar. These are being installed along the Woodland Park trail on the north end of the park. The 4-inch water main that feeds the water fountain at Woodland Park pond recently ruptured. The cause of the failure was a misaligned pipe in a coupler from the original installation. The line is repaired and the fountain is back in service. Our forestry division has been working on the trees along 3rd Avenue West beginning at 2 Legends stadium and moving north. Canopies are being lifted for clearance and cyclic pruning is taking place. The start of school signaled the beginning of another year of the Kalispell Parks and Recreation Afterschool program, Cairo's Kids. With the end of traditional cross town bus routes for most of School District 5, Eagle Transit now bringing students from throughout the district to Elrod Elementary, where Cairo's Kids is held. Participant numbers average approximately 40 students each day. We are adding weekly themes, guest speakers, and educational activities to the programming this year. Both Running Rascals Football and Fall-nto Soccer started with similar numbers to last year. This season, 128 young soccer players and 47 football enthusiasts practiced their skills and played games at the Kalispell Youth Athletic Complex (KYAC). We are working to putting together another free outdoor movie for the Kalispell community on Friday, September 28 at Woodland Park at 7:30pm. We are partnering with Park Side Credit Union, Northwest Montana Association of Realtors, and the Brett Kelly Group for financial support and activities. The movie is to be determined but will be family friendly. 5. Police Department Attached, please find the latest case and arrest report. On September 7, Master Patrol Officer Jordan Venezio conducted a tour of the Kalispell Police Department for a group of at -risk kids. With the start of school, KPD School Resource Officers are back in their assigned schools. New School Resource Officers this year are Michelle O'Neil and Wiley Fusaro. Master Patrol Officer O'Neil is at the Kalispell Middle School and Master Patrol Officer Fusaro is at Glacier High School. KPD is excited to welcome two new officers, Chad Sweigart and Brady Gray, to the department. Chad has been an officer for the Columbia Falls Police Department for almost three years and has six years of experience as an officer in Wyoming. Brady has been working for the Helena Police Department for almost three years. Brady has been a member of the National Guard since she was 17 and is currently a military police officer in the Guard. Both officers will start with KPD on September 24. 6. Community Development The Glacier Rail Park Grand Opening event will be Monday, October 8, 2018, at 10 am.
