MONTAMM , Fax: 406.758.7758 City of Kalispell • www.kalispell.com SUMMARY OF ACTIVITIES OF 10/13/10 URA MEETING MEMBERS IN ATTENDANCE: Marc Rold - Chairman Richard Kuhl Shannon Nalty Suzanne Faubert OTHERS IN ATTENDANCE: City of Kalispell Mayor, Tammi Fisher City of Kalispell RLF Manager; Wade Elder Jeremy Ferkin, CenturyLink Debbie Dillon, CenturyLink MEMBERS ABSENT: Tom Lund — Vice Chairman Members had been E-Mailed an agenda and Summary of Activities of the 09/29/10 meeting prior to the meeting. The URA met on October 13, 2010 at 4pm. Chairman Rold called the meeting to order. Reviewed the prior meetings "Summary of Activities" that was E-Mailed to members. Public Comment: Unfinished Business: Avail-TVN request from the South Kalispell / Airport TIF for $21,055.66 was discussed. Jeremy Ferkin & Debbie Dillon from CenturyLink discussed their position regarding not providing funding for running the fiber line under Highway 93 to the west side from where their present line on the east side of the highway. They indicated they only pass on the charges for the permits and bear the other expenses. The Agency members felt the use of the funds was permissible as it provides a service to that area for not only Avail-TVN but any other business that may have such a need in the future in this area. The Agency members concerns were making sure the fiber line would be used by Avail-TVN. The Agency requested that Wade talk with the City Attorney to see if there could be a latecomer fee that could be charged to anyone that came at a later time to recover the investment and to see if there was a way to make sure that Avail- TVN uses the line. New Business: The Agency had a brief discussion about the West Side TIF and it was decided to look into the possibility of expansion of the TIF District. Further discussion will have to be had on this issue. End of Summary of Activities of 10/13/10. 2
