02-25-19 City Council Work Session MinutesKALISPELL CITY COUNCIL WORK SESSION MINUTES FEBRUARY 25, 2019 View the minutes attached to the audio of the meeting at: hqp://kalispell.com/480/Meeting-Videos A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 PM ON MONDAY, FEBRUARY 25, 2019, IN THE COUNCIL CHAMBERS AT CITY HALL IN KALISPELL, MONTANA. COUNCIL PRESIDENT CHAD GRAHAM PRESIDED. COUNCIL MEMBERS SANDY CARLSON, KARI GABRIEL, PHIL GUIFFRIDA, ROD KUNTZ, WAYNE SAVERUD AND KYLE WATERMAN WERE PRESENT. MAYOR MARK JOHNSON AND COUNCIL MEMBER TIM KLUESNER WERE ABSENT. Also present: City Manager Doug Russell, Planning Director Tom Jentz, Senior Planner Jarod Nygren, Planner PJ Sorensen, and Public Works Director Susie Turner. President Graham called the work session to order. DISCUSSION ITEMS 1. Administrative Zoning Text Amendments Sorensen explained that staff is requesting 12 zoning text amendments and briefly described each amendment. Staff answered questions. There was discussion regarding various amendments. In response to a question, Jentz noted there was no public comment regarding these amendments at either the Planning Board work session or the public hearing. 2. Wastewater Treatment Plant Facility Plan Update Review Turner introduced the Wastewater Treatment Plant Facility Plan Update, noting that HDR Engineering staff and others will also be presenting information. Rickey Schultz, HDR Engineering Project Manager, presented basic information regarding the treatment plant and the facility plan. Turner detailed some special conditions the city is required to meet and answered questions. Schultz then explained the "Basis of Planning" for the treatment plant. Turner listed some of the larger Capital Improvement Projects and noted that since some editing is necessary, the final facility plan should come before council in late March or April. CITY MANAGER/MAYORWOUNCIL REPORTS Russell gave a short legislative update, noting the Gateway Local Option bill will be heard on Wednesday and he will be going to Helena to testify. President Graham commented about the emails the city has received regarding plowing driveways and berms.
