A WORK SESSION OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:00 PM ON
MONDAY, FEBRUARY 11, 2019, IN THE COUNCIL CHAMBERS AT CITY HALL IN
KALISPELL, MONTANA. MAYOR MARK JOHNSON PRESIDED. COUNCIL MEMBERS
SANDY CARLSON, KARI GABRIEL, CHAD GRAHAM, PHIL GUIFFRIDA, ROD KUNTZ,
WAYNE SAVERUD AND KYLE WATERMAN WERE PRESENT. COUNCIL MEMBER
TIM KLUESNER WAS ABSENT.
Also present: City Manager Doug Russell, Planning Director Tom Jentz, and Community and
Economic Development Assistant Director Katharine King.
Mayor Johnson called the work session to order.
DISCUSSION ITEMS
1. Urban Renewal Agency Recommendation on South Kalispell Tax Increment Financing
District Traffic Proiect
Russell introduced the topic and turned the presentation over to Jentz.
King commented that the preferred option from the URA Board would be the 16th Street Offset
rather than the 18th Street Realignment, but that new information would be presented this evening.
Jentz remarked that the URA recommended the 16th Street Offset because there is a traffic visibility
issue with the 18th Street Realignment and the city must acquire a piece of property from Tom
Pittaway for the redesign. Jentz also referred to the cost factor of the parking lot and design.
Mike Brodie, WGM Group, consultant on the project, presented additional information about each
alternative. Regarding the 16th Street Offset, he said that there are no utility issues; the left turn lanes
don't overlap; site distance is improved; there is no land acquisition required; no driveways would
need to be closed; the mobile home park driveway would be safer; and pedestrian access would be
included on Airport Road.
Brodie also noted a drawback with the 16th Street Offset would be changing a single intersection to
three intersections, which has the potential for more collisions. He said it would also create a similar
offset intersection, but it would not be as bad as the 18th Street offset.
Brodie went on to describe the 18th Street Realignment issues as being: property acquisition; the
need to close one private driveway that is in the ROW; and close the coffee stand's southern
driveway and move it to the north.

There was discussion.
In response to a question, Brodie noted the lift station would not be a problem with either alternative;
he said there is no need to move it and that sidewalks would be a part of either option with the
possibility of building bike lanes as well.
Russell remarked that staff would like to bring a "preferred alternative" before council for action.
There was further discussion.
Russell commented the next steps should be to get an appraisal and, with council approval, enter into
a buy -sell agreement and acquire the property, then have the discussion of the preferred alternative.
Public Comment
Tom Rygg suggested not spending the money at all.
CITY MANAGER/MAYOR/COUNCIL REPORTS
Russell remarked he will begin the steps to get an appraisal and form a tentative agreement with the
property owner if possible. He also noted the next meeting Council Meeting will be on Tuesday,
February 19.
