order and welcomed Board and city staff.

BUSINESS
Kalispell recently received an Opportunity Zone designation by Governor Steve Bullock. The census
track designated as the Opportunity Zone was viewed. Currently, rules are still being created for the
designation, Katharine King will share more information about the designation and its benefits at the
next URA Board meeting.
TIF & TEDD UPDATES
The Memorandum of Understanding between the City of Kalispell and Flathead County Economic
Development Authority (FCEDA) was reviewed by the Board. Jeff moved to recommend approval of
the Memorandum of Understanding between the City of Kalispell and Flathead County Economic
Development Authority regarding reimbursement of expenses for the administration of services for
the Glacier Rail Park Targeted Economic Development District to City Council, David 2"d. Passed
unanimously.
WGM Group and the City will host an open house on Thursday, June 28t", times likely to be 11 a.m.
to 1 p.m. and 4 p.m. to 6 p.m. in the City Hall Council Chambers. This will provide the community an
opportunity to comment on four scenarios for improved traffic flow in the South Kalispell Traffic
Impact Study area. Additionally, City staff met with the Salvation Army to discuss possible road
connectors on the property.
The Airport Users Group signed an agreement with the City of Kalispell is now managing the airport.
If the projected $1.1 Million slated to be used by the group for new improvements to the airport is
not used, residual will be available for the South Kalispell traffic improvements.
TIGER/KALISPELL CORE gc RAIL REDEVELOPMENT
Kalispell Trail and Complete Street Deep Dive Week saw over 600 visitors, project consultants
commented that this was a level of community involvement they had not encountered before. The
week's events culminated in a Friday open house where three trail designs were shared with the
community. Consultants continue to work on project design, engineering, permitting and analysis
and will share developments with the URA Board and community as they occur.
Glacier Rail Park construction is ahead of schedule and slated to be complete in September or
October of this year. The CHS building permit will be ready this week with fertilizer plant construction
projected to be completed by December followed by the rest of the facility in February or March of
next year. Northwest Drywall will begin construction this month and looks to be complete in
December or January followed by relocation to the new facility.
BROWNFIELDS PROGRAM UPDATES
EPA has approved Phase II environmental site assessment work for the CHS Grain Elevator site, approval is still
pending on the two CHS petroleum sites.
