CALL TO ORDER Mayor Johnson called the meeting to order at 7:05 p.m. B. Ordinance 1816 — Second Reading - Creation of a Downtown Kalispell Urban Renewal District 01.43 This item creates an Urban Renewal District based on the Kalispell Downtown Plan. Mayor Johnson opened and closed public comment regarding consent agenda items. Motion and Vote to approve the consent agenda as submitted. Please limit comments to three minutes. 00:09:43 Mike Merchant, Public Comment Mr, Merchant with the Eagle Transit Committee announced that a new fixed bus route will added to the Kalispell routes. It will go from Rankin to Glacier High outside the existing route, and passes near all six elementary schools, both High Schools and Linderman. One of the Committees goals is to provide additional public transit to the downtown area, thus elevating parking in the downtown area. They are discovering people that park in the Hutton Ranch Plaza and then take the transit to jobs downtown. Seeing no further public comment, Mayor Johnson closed public comment. H. Ordinance 1817 — Second Reading - Extension of the Westside Neighborhood m Parking_ Management Zone a This Ordinance would include the 700 block of 6th Avenue West within the Westside Neighborhood Parking Management Zone adjacent to Flathead High School. City Manager Doug Russell provided information regarding the signage needed for the parking zone. Public Comment Mayor Johnson opened public comment. 00:13:48 Mike Merchant, Public Comment Mr. Merchant, a trustee on the school board said the school district has set aside funds for purchase of lots to use for parking on 5th Avenue West. Seeing no further public comment, Mayor Johnson closed public comment. Motion and Vote to approve the second reading of Ordinance 1817, an Ordinance amending Ordinance 1759 to include the 700 block of 61' Avenue West within the Westside Parking Management Zone, declaring an effective date and authorizing the City Attorney to codify the same. Resolution 5906 — Intent to Create Downtown Urban Renewal Tax Increment m Financing District a This Resolution gives notice of Council's intent to consider creating a Tax Increment Financing District overlay to the Downtown Urban Renewal District for the purpose of providing funding to rehabilitate and improve public infrastructure within the District. City Manager Doug Russell provided a brief report on this item. Page 3 of 5 Kalispell City Council Minutes, December 17, 2018 Public Comment Mayor Johnson opened public comment. 00:16:46 Pam Carbonari, Public Comment Ms. Carbonari with the Kalispell Business Improvement District spoke in favor of the resolution. Motion and Vote to approve Resolution 5906, a resolution of intent to create an Urban Renewal Tax Increment Financing District to overlay all properties within the Kalispell Downtown Urban Renewal District that encompasses a portion of Downtown Kalispell, calling for a public hearing and directing the City Clerk to give notice by mailing and publication pursuant to State Statute. CITY MANAGER, COUNCIL, AND MAYOR REPORTS (No Action) CityManager Russell provided the following report: • The next City Council meeting will occur January 7, 2019. 00:19:05 Councilor Graham and Councilor Kuntz visited the Gateway Community Center to see the incredible construction projects that have been completed within the center by individuals who have been traveling to, and volunteering in, community centers. 00:21:09 Councilor Waterman went to his first City -County Board of Health meeting. He acknowledged the long-time city representative service of Duane Larson who served for 30 years on the board. 00:21:45 Councilor Kuntz spoke regarding the season of giving. He then commended the recent Sunday Daily Inter Lake editorial regarding local options sales tax. 00:23:54 Councilor Saverud spoke regarding the history of the first time the downtown urban renewal district passed. 00:24:43 Mayor Johnson wished everyone a Merry Christmas and Happy New Year.
