1. Public Works Department
The Traffic Signs and Signals Division maintains 85
Decorative 5-globe fixtures that where recently
upgraded from a 40w incandescent bulb to a 9w LED
bulb. There are a total of 425 globes that were
upgraded. During the upgrade, TSS also
cleaned/replaced the globes and upgraded hardware as
needed. The LED bulbs are rated to last for 25,000
hours and use 77% less power. The color temperature
was increased from 3,OOOk to 5,OOOk, which gives the globes a less yellow appearance
and more of a clean white look. TSS will continue to rehabilitate the metal rusting of the
pole structure with patch welding and powder coating over the next several years.
City crews have taken advantage of the mild winter, thus far,
and have been performing good housekeeping tasks at the City
Shop Complex. The excessive high maintenance landscaping

to create additional space for
seasonal parking of vehicles/equipment, and widen drive
lanes for the larger equipment.
2. Police Department
Attached to this memo is the latest activity report for the Kalispell Police Department.
November 22 was Wade Rademacher' s last day with the department as he retired after
almost 25 years of service.
On November 26, Tara Oster was sworn in as a police officer.
On November 28, Brett Corbett was promoted to Patrol Captain.
On December 3, Jordan Venezio was promoted to Patrol Sergeant.
The week of December 3, Officer Jesse Allen attended and completed the Crisis
Negotiator School.
December 5-7, Officers Ben Sutton and Chad Fetveit were in Spokane for a Tactical
Team Leader course. The team leader course is designed to teach everything needed to
effectively lead officers on high -risk missions. Training included; setting standards,
selection & training of personnel, and combat leadership and mindset.
On December I I , Officer Dennis Petersen and Canine Officer Jason Parce attended a
Drug IQ trainingcourse. This course prepares responders and investigators to implement
risk -based response tactics to safely respond to incidents involving synthetic opioids,
including clandestine labs. Students learn to conduct a synthetic opioid risk assessment
using incident indicators and other detection technologies. Based on the level of risk
assessment, students learn to implement four levels of risk -based response guidelines that
provide responders and investigators with specific guidance on resources required, PPE
(Personal Protective Equipment) selection, safety considerations, tactical considerations,
and decontamination for responders, victims, and suspects.
On December 14, Canine Officer Jason Parce will be conducting several presentations to
criminal justice classes at Glacier High School.
3. Fire Department
Since the last update, the Kalispell Fire Department has received 146 calls for service and
has conducted 5 outreach events with approximately 60 individuals in attendance.
Fire department staff received their annually required instruction and policy awareness
training in regards to Health Insurance Portability and Accountability (HIPAA).
The HIPAA Privacy Rule establishes national standards to protect individuals' medical
records and other personal health information and applies to health plans, health care
clearinghouses, and those health care providers that conduct certain health care
transactions electronically. Any necessary department policies and procedures in regards
to patient privacy practices are also update at this time.
4. Parks and Recreation
Two hundred trees have been pruned by a contractor in west north neighborhoods.
in 2018, we have pruned 1,511 trees and removed 90 via
contractors.
In an effort to make the community aware of our 50150 tree
replacement program and add to the holiday cheer, our

forestry division participated in this year's Christmas Parade. Street Tree Committee
members handed out candy canes and 50150 cost share tree brochures.
Our forestry staff performed a public outreach with Flathead High School's Natural
Resource class on December 6. Staff talked about our forestry programs and what goes in
to becoming a municipal arborist.
On November 26, Brian Chase began working for the Parks and Recreation's Forestry
Division as a year round arborist. Brain comes from Cazadero, California, where he
worked at a vineyard as a forester/caretaker. He also spent a year in New Zealand
collecting insect data and worked for Asplundh Tree Experts in Pennsylvania.
The majority of Park staff has now transitioned into Urban Forestry where they will
supplement our forestry crew. This will allow us to diversify our forestry program in the
winter. A notable accomplishment is that the 800+ trees in Silverbrook Estates will be
completed this year.
With several of last year's staff leaving for college, we have
hired three new ice skating instructors this season. KPR
welcomes; Aaris Hill (FHS returning for her third ice
skating season), Sidney Zimmerman (GHS), Courtney
Klemann (GHS) and Emma Mulcahy (FHS) to our
instructor team. All four instructors play for the Flathead
Fusion U19 women's hockey team.
KPR enjoyed seeing the smiling faces walk through
= our door Friday night for the annual Art Walk &
Holiday Stroll. We appreciate the students and

School and Kalispell Middle
School for allowing us to
highlight their wood working
projects. We also wanted to give
a special thanks to Rosauers for
their generous donation of sugar cookies, sprinkles and frosting.
5. City Clerk/Communications
The City Clerk's office is working with other departments to increase the range of
informational slides running on the city government cable channel # 190. Background
music has also been added.
