12-06-18 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, December 6, 2018 Lower Level Conference Room 201 First Avenue East ATTENDING: Jeff Clawson, Building Official Patrick Jentz, Engineer II Jarod Nygren, Senior Planner Tom Tabler, Senior Civil Engineer Kathy Nelson, Recording Secretary Keith Haskins, City Engineer Tom Jentz, Planning & Building Director Rick Parker, Building Plans Examiner P.J. Sorensen, Chairman GUESTS: Roger Porch (R. Porch Construction); and Mark Rohweder (KLJ Engineering). HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: Moose's — Sorensen and Haskins will meet after this meeting to discuss the bond for Moose's. OLD BUSINESS: Northwest Drywall — 1109 E Oregon St; new warehouse in the Rail Park at the south end. Preliminary plans of an updated design were shown. The two properties are now under one ownership and will become one property as part of the Final Plat. With moving the building over, they will have a 20 foot lane off on the side by shifting it to the south, which should be sufficient for fire trucks. There will also be a 26 foot driving lane there now with a 3 foot sidewalk on the east side of the building. They plan on putting in a version of the Gabion wall on the north side. Rohweder explained the location, and noted the fence to the west side of the Gabion wall. They have all the same parking spaces. P. Jentz has gone through comments with them on some of the storm drainage. They will have a gravity main to a point and then a small lift station that will be pressurized out to the connection point. They also have a small storm pond. They will have 50 feet from the foundation. Haskins noted it is also supposed to be 20 feet off of a property line. That could be handled by a deviation because of what the property line is. The asphalt trail is for their loader to load and unload sheetrock from either side of the building. This will be on the agenda for next week. Maw — 25 Appleway on the south side; apartments. Two 4-plexes. Public Works sent comments out last week but nothing new has been received yet. This will be on the agenda for next week. World Gym — 555 East Swift Creek Way (no longer Diamond Peak); new athletic club. They will need to put landscaping in, and they are trying to figure out who is going to do it. Haskins stated 1 there is no pedestrian path on the north side of the road. We are still waiting on the Plat Amendment. This will be on the agenda for next week. Sunrift Brewery — 55 — 1" Ave WN; Phase 2 — convert existing building to a restaurant. Nothing new has been submitted. This will be on the agenda for next week. NEW BUSINESS: None. PLANNING OFFICE ITEMS: Eagle Ranch — A new application for a preliminary plat came in for the January Planning Board Meeting. Gateway West Mall - A new application came in for a CUP for multi -family on the parking lot at the Gateway West Mall for the January Planning Board Meeting. Cottage Gardens — An application for a 39-lot subdivision on Three Mile Drive, south of Mountain Vista Phase IV. This is for a Preliminary Plat. This will be going to the Planning Board next Tuesday. Kalispell North Town Center — A zone change will also be going to the Planning Board next Tuesday. OTHER REPORTS: Build Grant — T. Jentz informed the board that a 12.75 million dollar grant has been given to Kalispell MDT for work on the bypass from Foys Lake with four lanes to the roundabout at Airport Road. It will be grade separated. MDT had asked the City of Kalispell to complete the grant application. They plan to begin this project in the spring. He stated there are only 30 or 40 of these grants given in the nation given out per year. The meeting was adj ourned at 10 :15 a.m. cc: Police City Manager Fairgrounds Bldg.
