CALL TO ORDER Council President Chad Graham called the meeting to order at 7 p.m. B. PUBLIC HEARING - Downtown Kalispell Urban Renewal Plan =- tp Council will accept comments regarding the draft Downtown Kalispell Urban Renewal Plan. Page 2 of 5 Kalispell City Council Minutes, November 19, 2018 Council President Graham opened the public hearing and public comment. Pam Carbonari, Public Comment Ms. Carbonari with the Downtown Business Improvement District spoke in favor of the plan. Stan Converse, Public Comment Spoke in favor of the plan saying this is an opportunity for the community. Tip Clark, Public Comment Mr. Clark of 189 Lakeshore Drive in Lakeside, and co-owner of the building- at 231 Main Street spoke about the historic investments that his father made in Kalispell and spoke in favor of the downtown plan. Fran Tabor, Public Comment Ms. Tabor, owner of A-1 Vacuum said she feels downtown sidewalks are already pedestrian friendly, and would like to see any sidewalk improvements happen in areas of town that do not have sidewalks. Stan Converse, Public Comment Mr. Converse spoke regarding the need for wider sidewalks. 00:17:00 Seeing no further public comment, President Graham closed the public hearing. I. REPORTS, RECOMMENDATIONS, AND SUBSEQUENT COUNCIL ACTION Persons wishing to address the council on individual agenda items will be asked to do so following staff reports. Legislative Priorities for the Montana State Legislature m a This item considers adopting a proposed set of legislative priorities to provide guidance for attempts to initiate legislation and respond to proposed legislation within the Montana State Legislature. City Manager Russell provided a brief overview for this item. Public Comment Mayor Johnson opened public comment. Pam Carbonari, Public Comment Ms. Carbonari with the Kalispell Business Improvement District requested that Council consider adding to their priorities working with legislatures to rework the way alcohol licenses are issued. Public Comment Seeing no further public comment, President Graham closed public comment. Motion to adopt the proposed set of Legislative Priorities. Appointment to the Flathead City -County Board of Health m a The Mayor will consider appointing a representative to the City -County Board of Health. Motion and Vote to appoint Councilman Waterman to the Flathead City -County Board of Health. Alternate Appointment to the Flathead Emergency Communications Center (FECC) Administrative Board � a The Mayor will consider appointing a new alternate to the FECC Board. Council President Graham said that Mayor Johnson would like to appoint Doug Russell. Motion to appoint City Manager Doug Russell as an alternate to the FECC Board. Councilor Kuntz provided discussion on the motion. Vote on the motion. J. CITY MANAGER, COUNCIL, AND MAYOR REPORTS (No Action) The City Manager provided the following report: • City Offices Closed Thursday and Friday for the Thanksgiving Holiday. • Work Sessions will likely be cancelled on Christmas Eve and New Year's Eve. • The Infrastructure Coalition and the Managers Association will be holding meetings to set their respective agendas regarding the upcoming Legislative session in December. The City Manager will share the Council's priorities at those meetings. • Thank you and acknowledgement to Interim Police Chief Wade Rademacher for his many years of excellent service and for his professionalism in the past year as interim chief. Captain Rademacher will be moving on from city employment. Council President Graham wished everyone a Happy and Safe Thanksgiving. K.
